Objectives

The primary objective of this tender is to appoint a registered professional civil engineer to oversee the development of the Universal Access and Bicycle Route Projects at Giants Castle. The project aims to modify existing infrastructure to ensure accessibility for all visitors and to develop a bicycle trail within the reserve, enhancing ecotourism and accessibility standards.

Scope

The scope includes:

• Developing a universally accessible resort area, including modifications to accommodation units, restaurant, and ablution facilities.
• Providing a comparative assessment and costing for accessibility improvements, including a 40 m² handrail with seating benches.
• Designing and implementing a bicycle route to the Meander Hut.
• Producing concept and viability reports, detailed design documentation, Bills of Quantities, tender and contract documentation, and site supervision.
• Conducting site assessments, ensuring compliance with relevant standards, and managing project stages from inception to completion.

Technical Requirements

The technical requirements encompass:

• Provision of civil engineering services across all project stages (Stage 1 to Stage 7), including design, documentation, contract administration, and site supervision.
• Preparation of specifications, Bills of Quantities, and tender documentation aligned with government standards and regulations.
• Ensuring compliance with health, safety, environmental, and COVID-19 protocols.
• Site assessments, development of concept and viability reports, and detailed design for accessibility and bicycle routes.
• Monitoring construction, issuing certificates of compliance, and rectification of defects prior to practical completion.

Skills Requirements

The successful bidder must demonstrate:

• Registration as a Professional Civil Engineer with the Engineering Council of South Africa (ECSA).
• Proven experience in civil infrastructure projects, with at least 5 relevant projects post-registration, including references and project details.
• Expertise in developing accessible infrastructure, route planning, and site supervision.
• Ability to produce detailed design documentation, Bills of Quantities, and tender documentation.
• Competence in project management, contract administration, and compliance with relevant standards and regulations.
• Capacity to work across all project stages, including site assessments, design, supervision, and reporting.
