Objectives

The primary objective of this tender is to appoint a reputable Internal Audit Service Provider to assist the Chemical Industries Education and Training Authority (CHIETA) with internal audit and related services. The engagement aims to evaluate and improve the effectiveness of risk management, control, and governance processes, and to provide assurance on the adequacy and effectiveness of internal controls, governance, and risk management in alignment with the SETA operating license from October 2026 to 31 March 2030.

Scope

The scope includes:

• Evaluating and enhancing risk management, control, and governance processes.
• Assessing the adequacy and effectiveness of governance, risk management, and internal controls.
• Reporting on the organisation’s compliance with relevant regulations and objectives.
• Developing internal audit plans considering processes, best practices, and internal control environments.
• Providing value through coverage and coverage optimization aligned with the organisation’s objectives and risk register.
• Conducting audits in the circumstances of CHIETA and its operating environment.

Technical Requirements

The technical requirements for the service provider include:

• Demonstrating adherence to the Institute of Internal Auditors (IIA) standards.
• Having an engagement director with at least five (5) years of internal audit experience and a CIA certification.
• Providing evidence of internal audit experience supported by relevant references, including at least three (3) references from the past five (5) years.
• Ensuring the internal audit approach includes a clear methodology and quality assurance processes.
• Having a quality control department responsible for applying IIA standards.
• Demonstrating understanding of the PFMA and Treasury Regulations.
• Developing a three-year internal audit plan with resource and cost planning.
• Providing a resource plan and team structure for the engagement.
• Complying with the minimum technical assessment score of 80 points out of 100.

Skills Requirements

The skills and qualifications required from the service provider include:

• Proven experience in internal audit services, supported by reference letters and client feedback.
• Qualified engagement directors with at least five (5) years of relevant internal audit experience and CIA certification.
• Ability to demonstrate adherence to IIA standards and quality assurance practices.
• Knowledge of PFMA and Treasury Regulations.
• Capability to develop and implement comprehensive internal audit plans covering short, medium, and long-term objectives.
• Capacity to provide value-added audit services and effective reporting.
• Experience in conducting audits within the public sector or similar environments.
