Objectives

The primary objective of this tender is to appoint a reputable service provider to develop and implement a comprehensive Regulatory Compliance Framework and Monitoring Service for the MICT SETA. This includes strengthening governance, ensuring adherence to applicable legislation, and establishing effective compliance monitoring and reporting mechanisms to support good corporate governance and risk management.

Scope

The scope of work encompasses:

• Review of existing compliance processes, policies, and practices.
• Review of the Regulatory Universe.
• Development of a structured compliance monitoring framework aligned with governance best practices.
• Definition of monitoring mechanisms, including control assessments, checklists, plans, and evidence requirements.
• Development of procedures for monitoring, reporting, escalation, and remediation of compliance deviations.
• Creation of standard templates for reviews, dashboards, and reports.
• Design of a compliance operating model suitable for the organization.
• Provision of training and change management support during implementation.
• Support for piloting and rolling out compliance monitoring tools and processes.
• Gap analysis and assessment of compliance requirements, including recommendations for systems and processes.

Technical Requirements

The technical requirements include:

• Development of a comprehensive Regulatory Compliance Monitoring Framework and Policy.
• Design of control mechanisms, checklists, and compliance templates.
• Implementation of procedures for compliance reporting, escalation, and remediation.
• Provision of training sessions for governance structures, management, and staff involved in compliance.
• Support for piloting and deploying compliance monitoring tools.
• Expert advice and change management support during the implementation phase.
• Preparation of a compliance operating model aligned with the organization’s size and mandate.

Skills Requirements

The successful service provider must demonstrate:

• Expertise in governance, risk, and compliance (GRC) advisory services.
• Experience in developing and implementing compliance frameworks and monitoring tools.
• Ability to conduct gap analysis and provide practical recommendations for compliance improvements.
• Proven track record in delivering compliance training and change management support.
• Qualified personnel, including a Project Manager with a Bachelor of Laws (LLB) or similar qualification.
• Legal expertise and experience in regulatory review and compliance documentation.
• Capability to design and deliver training workshops for various organizational levels.
