Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver security services at Addo Elephant National Park for a period of five (5) years. The aim is to ensure the protection of SANParks employees, assets, information, and biodiversity, while supporting socio-economic development, especially in rural areas where the park is located.

Scope

The scope of work includes:

• Provision of security guard services to safeguard personnel, information, and assets against damages, injuries, vandalism, theft, sabotage, and other security threats.
• Daily access control and security management at specified park areas, including main camp, gates, and special projects.
• Deployment of unarmed security guards across various shifts (day and night) at designated sites such as Addo Main Camp, Matyholweni Rest Camp, Addo Heights, Nyathi Gate, and Biodiversity Special Projects.
• Servicing schedules and operational management aligned with park management directives.

Technical Requirements

The technical requirements include:

• Valid PSIRA registration and good standing for the company and security personnel.
• Section 13A confirmation letter from the Private Security Sector, and a Letter of Good Standing on COIDA for security staff.
• Public Liability Insurance coverage of at least R20 million.
• Demonstrated capacity with a minimum of two years of uninterrupted security guard service experience.
• Provision of a fleet of vehicles (minimum of two) for patrolling and response purposes, with proof of ownership or lease agreements.
• Availability of trained security guards (minimum Grade C) and a contingency plan addressing staffing and operational challenges.
• Compliance with all legislative and regulatory frameworks, including POPIA, tax compliance, and CSD registration.

Skills Requirements

The skills and qualifications required from the service provider include:

• Experienced security management team with proven track record in security service delivery.
• Qualified security guards with valid PSIRA certificates, preferably Grade C or higher.
• Capacity to deploy and manage a sufficient number of security personnel (minimum of 8 guards, with plans for escalation).
• Ability to develop and implement operational and contingency plans.
• Effective communication and coordination skills to work with SANParks management and other stakeholders.
• Technical proficiency in security systems, vehicle management, and reporting.
