Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to compile GRAP-compliant Annual Financial Statements (AFS) for !Kheis Local Municipality for the financial year ending 30 June 2026. The service provider will assist in ensuring that the municipality's financial statements adhere to relevant accounting standards, legislative requirements, and national treasury guidelines.

Scope

The scope of work includes:

• Rectification of prior-year and current-year misallocations, errors, and misstatements;
• Correction and restatement of opening balances where necessary;
• Review and reconciliation of financial records, including general ledger and supporting registers;
• Assistance with adjusting journals and trial balance alignment;
• Reconciliation of payables, receivables, assets, and other financial statement balances;
• Compilation of GRAP-compliant Annual Financial Statements, including notes, working papers, and supporting schedules;
• Preparation of an electronic AFS audit file in line with National Treasury requirements;
• Providing support during the Auditor-General South Africa (AGSA) audit process;
• Skills transfer to designated municipal officials.

Technical Requirements

The service provider must ensure that the financial statements:

• Comply with the Standards of Generally Recognised Accounting Practice (GRAP);
• Meet the requirements of the Municipal Finance Management Act, 2003 (Act No. 56 of 2003);
• Align with National Treasury MFMA Circulars;
• Follow the latest National Treasury Annual Financial Statements Template;
• Include comprehensive notes, schedules, and supporting documentation;
• Deliver an electronic audit file as per national standards.

Skills Requirements

The successful bidder must demonstrate:

• Qualifications and professional registration of the project team (maximum 30 points);
• Relevant experience in local government AFS compilation (maximum 40 points);
• A detailed methodology and project implementation plan (maximum 20 points);
• Skills transfer plan to municipal officials (maximum 10 points).
