Objectives

The primary objective of this tender is to appoint a professional security service provider to secure and ensure the safety of departmental resources, including plant, materials, personnel, and other assets, along the route from Coffee Bay to Zithulele for a period of twenty-four (24) months.

Scope

The scope encompasses the provision of comprehensive security services for the construction project, including:

• Deployment of security officers (2 x Grade B Supervisors and 22 x Grade C Guards) across day and night shifts.
• Guarding of departmental camp sites, site offices, and assets.
• Provision of communication equipment (radios, cell phones), access control systems, patrol vehicles, firearms, and other security equipment.
• Implementation of patrols, incident reporting, and emergency response procedures.
• Maintenance of security registers, occurrence books, and incident logs.
• Adherence to health and safety standards, including staff training and medical fitness.
• Provision of support services such as satellite internet, vehicle tracking, and backup systems.

Technical Requirements

The technical requirements include:

• Compliance with PSIRA registration and certification, including valid certificates, good standing, and firearm licenses.
• Experience of at least five (5) years in security services, supported by references and certificates.
• Provision of trained supervisors and guards with Grade B and Grade C PSIRA certificates.
• Properly trained personnel capable of communication in the dominant local language.
• Availability of patrol vehicles with tracking systems, communication devices, and firearms with valid licenses.
• Implementation of security procedures manuals, emergency response plans, and communication linkage with police authorities.
• Provision of security equipment including radios, fire extinguishers, batons, handcuffs, pepper spray, notebooks, and registers.
• Maintenance of security registers, incident logs, firearm registers, and other documentation for the contract duration.
• Adherence to occupational health and safety legislation and standards.
• Provision of 24-hour security services with weekly patrol reporting and incident management.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in security services, with a minimum of five (5) years post accreditation.
• Qualified security personnel with valid PSIRA certificates (Grade B for supervisors, Grade C for guards).
• Personnel capable of effective communication, including in the local language.
• Training in emergency procedures, firearm handling, and security protocols.
• Ability to operate security equipment such as patrol vehicles, communication devices, access control systems, and monitoring systems.
• Capacity to manage security registers, incident reports, and compliance documentation.
• Competence in implementing security procedures, emergency response, and reporting protocols.
• Ability to coordinate with law enforcement and emergency services as required.
