Objectives

The primary objective of this tender is to appoint a service provider to deliver a comprehensive turn-key office space solution in Gqeberha for SARS. This includes leasing, designing, fit-out, and equipping two specified buildings—one designated as the SARS Service Centre and the other as the Corporate Office—over a period of nine (9) years and eleven (11) months. The goal is to create modern, secure, and efficient facilities that support SARS’s strategic vision of improved service delivery, compliance, and operational excellence.

Scope

The scope encompasses:

• Provision of office space in two buildings within designated localities in Gqeberha, either in retail/mall environments for the Service Centre and in corporate parks or upper floors for the Corporate Office.
• Lease negotiations and agreements for the specified period.
• Full fit-out and design to meet SARS standards, including furniture, signage, security, HVAC, electrical, water, energy, acoustics, and fire safety systems.
• Provision of infrastructure such as water security, backup generators, BMS, lighting, and access control.
• Compliance with relevant legislation, building codes, environmental standards (GBCSA Interiors 5-star rating), and SARS-specific requirements.
• Coordination of approvals, permits, and certifications necessary for occupancy.
• Post-occupancy maintenance and performance management through Service Level Agreements (SLAs).

Technical Requirements

The technical specifications include:

• Provision of CAD drawings (*.DWG) for space planning and fit-out design.
• Compliance with local building regulations, SANS standards, and SARS standards.
• Design and installation of HVAC, fire safety, electrical, water, and energy systems aligned with GBCSA standards.
• Water security solutions providing 2-3 days backup supply.
• Energy security measures including SSEG (solar/wind) and prime generators for HVAC and critical loads.
• Installation of Building Management System (BMS) for monitoring and control of building services.
• Provision of signage, security, lighting, acoustics, and accessibility features compliant with legislation.
• Implementation of fire protection, lightning protection, and noise mitigation measures.
• Provision of infrastructure for ICT, security, UPS, and backup power systems.
• Adherence to environmental standards and certification targets (GBCSA Interiors 5-star rating).

Skills Requirements

The bidder must demonstrate:

• Experience in property leasing, tenant fit-out, and project management for similar large-scale office and retail developments.
• Professional registration and accreditation of key team members (e.g., SACAP, ECSA, SACQSP, GBCSA).
• Capability to deliver complex, multi-disciplinary design and construction projects within specified timelines and standards.
• Proven track record in sustainable building practices and achieving GBCSA certification standards.
• Ability to coordinate with SARS’s internal teams, authorities, and stakeholders for approvals and compliance.
• Capacity to provide ongoing maintenance, performance management, and risk mitigation services.
