Objectives

The primary objective of this tender is to appoint a qualified service provider to deploy, install, and maintain a Voice over IP (VoIP) system across multiple sites of Gert Sibande TVET College for a period of 36 months. The project aims to upgrade existing analog systems to modern IP-based telephony solutions, ensuring improved communication infrastructure, system reliability, and ongoing support.

Scope

The scope includes the deployment, installation, and maintenance of VoIP systems at 11 college sites, including central offices, campuses, skills centers, and other facilities. The work encompasses hardware provisioning (IP PABX systems, IP phones, expansion modules, mobile applications, conference phones, backup internet connectivity), system configuration, number porting, and support services. The project also involves subcontracting arrangements, training, and compliance with technical and administrative requirements.

Technical Requirements

• Deployment and installation of VoIP PBX systems at all designated sites.
• Provision of hardware such as IP PABX systems, IP phones, expansion modules, mobile apps, conference phones, and backup internet connectivity (50 MBPS).
• System features including IVR, call management, email and web-based reporting, and support for up to 50 IP phones per site.
• Number porting of existing college telephone numbers to the new VoIP system, with numbers remaining property of the college.
• Support and maintenance services, including 24/7 technical support (onsite and remote), firmware updates, and ongoing system health monitoring.
• Provision for system security, regular firmware updates, and remote monitoring.
• Compliance with specified hardware and software standards, including certification from OEMs (e.g., Huawei).
• Implementation of features such as IVR and call routing.

Skills and Qualifications Requirements

• Proven experience in deploying and maintaining VoIP systems, with at least one reference letter on client letterhead.
• Technical personnel must hold relevant certifications from OEMs, such as Huawei Certified ICT Analyst or equivalent.
• Capability to develop detailed project plans and methodologies for timely implementation.
• Ability to provide onsite training for IT personnel and key users.
• Demonstrated ability to support large-scale VoIP deployments across multiple sites.
• Compliance with all administrative, legal, and financial documentation requirements, including BBBEE certification, company registration, tax compliance, and proof of financial stability.
• Capacity to manage subcontractors and local PDI suppliers, with documented subcontracting plans.
