Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider for the design, implementation, and construction supervision of sports projects within Victor Khanye Local Municipality. The aim is to develop sports facilities and related ancillary infrastructure to enhance community sports and recreation services over a period of 36 months.

Scope

The scope includes:

• Provision of full professional consulting engineering services, including planning, preliminary and detailed design, drafting, specification, bid documentation, and bid evaluation.
• Construction supervision, monitoring, and management of the sports facilities and ancillary structures.
• Appointment and coordination of multidisciplinary teams such as architects, quantity surveyors, electrical and mechanical engineers, occupational health and safety officers, and project managers.
• Ensuring compliance with relevant standards, obtaining necessary approvals, and managing the procurement and construction phases.
• Additional services including environmental assessments, health and safety management, and post-construction documentation.

Technical Requirements

The technical requirements encompass:

• Development of comprehensive project briefs, site investigations, and assessments.
• Preparation of preliminary and detailed designs, including layout, structural, electrical, and mechanical plans.
• Cost estimation, risk analysis, and value engineering to ensure project feasibility within budget.
• Coordination of design interfaces among various consultants and stakeholders.
• Preparation of procurement documentation, contract administration, and construction monitoring.
• Inspection, testing, and certification of works to ensure compliance with specifications.
• Management of environmental and safety standards throughout the project lifecycle.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in designing and managing sports and recreational infrastructure projects of similar scope and complexity.
• Qualified personnel including:
• Registered Professional Engineers (Civil, Electrical, Mechanical) with a minimum of 10 years post-qualification experience.
• Project managers with at least 10 years of relevant experience and successful management of similar projects.
• Design engineers, quantity surveyors, and safety officers with appropriate professional registration and experience.
• Capability to coordinate multidisciplinary teams and manage project timelines effectively.
• Ability to prepare comprehensive technical and financial documentation, including cost estimates, design reports, and procurement plans.
• Knowledge of relevant standards, regulations, and environmental management practices.
• Proficiency in project management software and design tools.
