Objectives

The primary objective of this tender is to appoint a service provider to develop a comprehensive Roadmap Concept for a Smart Law Enforcement Integrated System for the Cross-Border Road Transport Agency (C-BRTA). The aim is to transform the current manual enforcement processes into a modern, technology-enabled enforcement ecosystem that leverages digital tools for real-time data collection, automated violation detection, and improved compliance monitoring. The project seeks to enhance enforcement efficiency, regional coordination, and public confidence through innovative technological solutions and strategic planning.

Scope

The scope of work includes:

• Developing a detailed five-year Smart Law Enforcement Technology Roadmap for C-BRTA.
• Assessing current enforcement processes, infrastructure, and capacity.
• Identifying suitable enforcement technologies, including devices for real-time data capture, mobile enforcement applications, digital platforms, and integrated compliance systems.
• Analyzing case studies relevant to C-BRTA’s context and regional enforcement needs.
• Formulating milestones, resource requirements, institutional reforms, training needs, performance indicators, timelines, and governance structures.
• Proposing mitigation strategies and change management plans for digital adoption.
• Providing technical reports and presentations to C-BRTA’s executive management.

Technical Requirements

The technical requirements for the Roadmap include:

• A detailed plan guiding the adoption and integration of digital enforcement technologies over five years.
• Clear timelines, implementation strategies, and capacity-building plans.
• Identification of relevant enforcement technologies and case studies.
• Development of a change management and capacity-building plan to ensure sustainable adoption.
• Preparation of technical reports and a presentation for senior management.
• Designing a framework for real-time data sharing and regional enforcement coordination with RTMC, SAPS, SANRAL, and SADC Member States.
• Ensuring the system supports automated citation issuance, reporting, and decision-making processes.

Skills Requirements

The successful bidder must demonstrate:

• Experience in designing and implementing smart enforcement systems or related technology roadmaps, with a minimum of ten (10) years’ experience for the team leader.
• Proven competence in developing digital transformation strategies within the transport, law enforcement, or public sector environments.
• Technical expertise in enforcement technologies, digital platforms, and integrated compliance systems.
• Capability to provide reference letters from previous clients for similar projects, demonstrating successful implementation of smart enforcement solutions.
• Qualified personnel with relevant certifications and experience supporting, maintaining, and supporting enforcement systems.
• Ability to develop detailed methodologies, project plans, and comprehensive reports aligned with project scope and objectives.
