Objectives

The primary objective of this tender is to appoint a service provider capable of conducting energy performance assessments, developing intervention plans, and providing implementation support under the Municipality's Energy Efficiency Programme. Specifically, the project aims to retrofit 257 street lights with energy-efficient LED luminaires, establish detailed energy baselines, support measurement and verification (M&V) of energy savings, and identify further municipal energy efficiency opportunities beyond street lighting.

Scope

The scope of work includes:

• Verification of street lighting inventory, site conditions, and mounting arrangements.
• Supply, delivery, and safe storage of 257 LED street light luminaires and accessories.
• Removal of existing luminaires and obsolete accessories where necessary.
• Installation of new luminaires on existing poles, including all fixings and connections.
• Functional, electrical safety testing, commissioning, and defect correction.
• Provision of as-built data, asset register updates, warranty certificates, and handover documentation.
• Support to municipal M&V activities through data provision and technical records.
• Development of a municipal energy efficiency pipeline, prioritization of interventions, and preparation of a detailed business plan aligned with DEE templates.
• Monthly and quarterly progress reporting, including technical, financial, and implementation updates.
• Support for independent M&V processes, including baseline data, savings calculations, and technical evidence.

Technical Requirements

The technical specifications for the LED luminaires include:

• Road and street lighting LED luminaire, 100 W nominal power, input power not exceeding 110 W.
• Supply voltage: 220–240 V AC, 50 Hz, with a power factor ≥ 0.95.
• Driver efficiency ≥ 90%, with replaceable driver modules.
• Surge protection: minimum 10 kV (preferably 20 kV for high exposure locations).
• Ingress protection: IP66 minimum.
• Impact resistance: IK08 minimum, IK09 or IK10 preferred.
• Housing: corrosion-resistant die-cast aluminium or equivalent marine-grade material.
• Optical system: high-efficiency LED with lenses resistant to yellowing, luminous efficacy ≥ 130 lm/W.
• Luminous flux: sufficient to meet road lighting performance requirements.
• Color temperature: 4000 K to 5700 K, CRI ≥ 70.
• Lifetime: minimum L70/B10 of 100,000 hours.
• Finish: UV and corrosion-resistant powder coating.
• Warranty: minimum 5 years covering all components, optical system, LED engine, driver, and surge protection.

Skills and Skills Requirements

The tenderer must demonstrate:

• Extensive experience in energy efficiency projects, particularly within municipal or public sector contexts, including street lighting and EEDSM programs. (30 points)
• Proven capability in conducting energy audits, developing baselines, and preparing implementation-ready technical reports and business plans supported by reference letters and project documentation. (30 points)
• Qualified and experienced technical team, including registered professional engineers (Pr Eng, Pr Tech Eng), energy efficiency specialists (e.g., CEM), and M&V competent auditors/data analysts. The team should demonstrate relevant municipal, audit, and reporting experience. (30 points)
• Methodology and work plan tailored to municipal operational environments, including intervention prioritization, baseline establishment, and detailed project execution strategies. (30 points)
• Capacity-building and youth employment plan, including skills transfer, training, and mentorship arrangements to municipal officials and local youth, with a focus on sustainable skills development beyond project completion. (10 points)

Overall, the successful bidder must possess the technical expertise, proven project delivery capacity, and a comprehensive understanding of municipal energy projects to ensure successful implementation and long-term energy savings.
