Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive gardening and landscaping services at the CETA Head Office in Midrand for a period of thirty-six (36) months. The aim is to ensure well-maintained outdoor spaces, including grounds, trees, and exterior surfaces, aligning with CETA’s mandate to promote skills development and uphold a professional environment.

Scope

The scope of work encompasses:

• Grounds maintenance, including mowing, pruning, and landscaping.
• Irrigation system management and maintenance.
• Cleaning of exterior surfaces such as walls, gutters, and paved areas.
• Waste removal and waste management services.
• Tree felling, pruning, and planting of new trees and indigenous grass varieties.
• Supplying and planting new palms, Cape Honeysuckle, Bush Violet flowers, and topsoil.
• Compliance with relevant environmental and safety regulations, including tree felling regulations and Occupational Health and Safety Act requirements.

The services are to be delivered at the CETA Head Office located at 52-54, 14th Avenue, Noordwyk, Midrand, covering an area of approximately 22,200 m².

Technical Requirements

• Provision of all necessary materials, tools, and equipment unless otherwise specified.
• Adherence to indigenous grass species and environmentally sustainable practices.
• Compliance with Department of Forestry, Fisheries and the Environment (DFFE) regulations for tree felling.
• Implementation of health and safety standards in line with the Occupational Health and Safety Act (OHSA), 1993.
• Regular site visits, reporting, and documentation, including signed lease or proof of ownership of operational offices.
• Provision of qualified personnel, including supervisors and experienced groundsmen/gardeners, with CVs and relevant certifications.
• Development of a methodology and operational plan covering daily schedules, seasonal planning, tree management, irrigation, waste disposal, and exterior cleaning.
• Environmental health and safety plan demonstrating PPE use, risk assessments, chemical handling, incident reporting, and water conservation measures.

Skills Requirements

• Proven experience in gardening, landscaping, and grounds maintenance, supported by reference letters (minimum of three recent references).
• Qualifications for landscaping supervisors, preferably NQF Level 6 or higher in Horticulture or related fields.
• Minimum of 3 years’ experience for each gardener, with CVs and certified copies of qualifications.
• Knowledge of indigenous grass species, tree management, and compliance with environmental regulations.
• Ability to develop and implement operational methodologies, seasonal planning, and safety protocols.
• Demonstrated understanding of health and safety standards, including PPE and chemical handling.
• Capacity to provide detailed reports, documentation, and compliance evidence as required.
