Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake grass cutting and ground maintenance across various municipal sites within Mossel Bay. The goal is to ensure the upkeep, beautification, and safety of municipal properties, cemeteries, community halls, libraries, offices, and recreational facilities, maintaining high standards of health, safety, and environmental management.

Scope

The scope encompasses comprehensive ground maintenance activities including:

• Grass cutting, herbicide spraying, and bush removal at cemeteries, community halls, libraries, municipal offices, and recreational facilities.
• Maintenance of gardens and pot plants inside and outside municipal buildings.
• Regular cleaning, landscaping, and beautification tasks as specified for each site.
• Provision of personnel, tools, equipment, and machinery necessary for the execution of the work.
• Adherence to health and safety standards, including compliance with occupational health regulations.
• Monitoring and reporting on performance, quality, and safety standards.

The contract period is from 1 July 2026 to 30 June 2027, with activities scheduled monthly and as per site-specific requirements.

Technical Requirements

The technical requirements for the tender include:

• Experience & References: Minimum of 1-2 years relevant experience in grass cutting and ground maintenance, supported by reference letters and project documentation.
• Company Registration & Compliance: Valid CIDB registration (if applicable), tax compliance, municipal account verification, and B-BBEE status documentation.
• Health & Safety: Implementation of a comprehensive Service Provider Health & Safety Specification (SPHSS), including risk assessments, method statements, safety files, PPE provision, and incident reporting.
• Equipment & Personnel: Availability of sufficient tools, machinery (minimum of 8 brushcutters and 2 spares), and trained personnel, including qualified first aiders if more than ten employees are employed.
• Site-specific Methodology: Submission of detailed method statements and risk assessments tailored to each site and activity.
• Performance & Quality: Delivery of high-quality services on time, with adherence to specifications, and regular inspections and reporting.
• Pricing & Rates: Submission of a detailed pricing schedule covering monthly management fees, additional operator/worker costs, and EPWP rates aligned with national minimum wages.
• Environmental & Public Safety: Proper management of waste, hazardous chemicals, and public safety measures during operations.

The successful bidder must demonstrate capability to meet all technical, safety, and quality standards as specified in the tender documents.
