Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver Green Economy Ecosystem Support (GEES) services focused on enhancing energy resilience and water security within the Western Cape. The support aims to foster growth, investment, and competitiveness in the green economy sector, with an emphasis on demand-led, market-responsive interventions that address identified needs, constraints, and opportunities of stakeholders including businesses, municipalities, and investors.

Scope

The scope involves providing demand-led ecosystem support services related to energy and water sectors, including:

• Facilitating growth of green economy businesses and supporting uptake of green technologies, goods, and services.
• Offering advisory support, technical, financial, regulatory information, and market intelligence.
• Supporting decision-making on renewable energy installations, water efficiency, and emissions reduction.
• Monitoring and evaluating programme outputs, market responses, and investment facilitation progress.
• Tracking programme impacts through activity reports, stakeholder participation, and disaggregated data on SMEs, women, youth, and persons with disabilities.
• Providing technical and regulatory inputs, supporting policy, legislation, and standards development.
• Implementing workstreams including energy resilience, water resilience, municipal support, ecosystem coordination, and market intelligence.

The project spans from contract award until 31 March 2029, with milestones including inception, quarterly progress reports, and a final project close-out report.

Technical Requirements

• Provision of market intelligence reports, advisory services, and stakeholder engagement activities.
• Monitoring, evaluation, and reporting on programme outcomes, impacts, and investment facilitation.
• Support for municipal capacity building, ecosystem coordination, and policy inputs.
• Deliverables include inception reports, quarterly progress reports, milestone achievement documentation, and a comprehensive final impact assessment.
• Support activities may be digital, virtual, telephonic, or in-person, responding flexibly to stakeholder demand.
• Adherence to the project milestones and reporting frameworks outlined in the scope.

Skills Requirements

• Proven experience in supporting green economy sectors, specifically energy and water.
• Demonstrable knowledge of Western Cape policies, municipal frameworks, and economic context.
• Technical expertise in renewable energy systems, water efficiency, climate change mitigation, and ecosystem development.
• Experience in investment facilitation, market intelligence, and policy support within the green economy.
• Qualified team members with relevant academic backgrounds (minimum 3-year degree) and at least 5 years of relevant experience in fields such as environmental engineering, economics, sustainability, or related areas.
• Capability to deliver advisory, technical, regulatory, and market intelligence support, including hosting industry events and campaigns.
• Strong monitoring, evaluation, and reporting skills, with ability to provide verifiable evidence of programme impacts.
• Ability to adapt to evolving stakeholder demands and regulatory environments through flexible implementation approaches.
