Objectives

The primary objective of this tender is to appoint a capable service provider to handle hazardous waste classification, provision, collection, transportation, and disposal/treatment services for a period of three (3) years. The service aims to ensure environmentally responsible management of hazardous waste generated by the department, including laboratory chemicals, asbestos, fluorescent tubes, and other hazardous materials.

Scope

The scope of work includes:

• Hazardous waste classification and handling.
• Provision of appropriate waste containers and labeling.
• Collection and transportation of hazardous waste from designated sites, including veterinary laboratories.
• Transportation using registered vehicles with valid dangerous goods licenses, equipped with "clean" and "dirty" compartments.
• Disposal or treatment of hazardous waste at authorized facilities, including incineration, secure landfilling, or other approved methods.
• Provision of trained supervisors for waste handling oversight.
• Compliance with relevant legislation, standards (e.g., SANS codes), and safety protocols.
• Reporting and documentation for each waste consignment, including receipts, disposal certificates, and site visit reports.

Technical Requirements

The technical requirements include:

• Vehicles must be registered as dangerous goods carriers with valid licenses and operator cards.
• Vehicles must have separate "clean" and "dirty" compartments and be maintained in a "clean" condition.
• Disposal facilities must be licensed, compliant with NEMWA, and capable of handling high hazardous waste streams, including incineration and secure landfilling.
• Containers for waste must meet international standards and be appropriately labeled with CT numbers and hazard categories.
• All waste handling and transportation must adhere to SANS standards (e.g., SANS 10231:2010, SANS 1518:2008, SANS 10232).
• Service providers must provide proof of compliance, including waste management licenses, disposal certificates, and relevant certifications.
• Supervision by trained personnel in hazardous waste management is mandatory.
• Proper documentation for each consignment, including collection, transport, treatment, and disposal details.

Skills and Capacity Requirements

The service provider must demonstrate:

• Sufficient financial resources and capacity to undertake the contract, evidenced by bank statements or credit facilities.
• Experience in hazardous waste management, supported by references and past project certificates (minimum of 10 relevant projects).
• Qualified personnel with training in hazardous waste handling, transportation, and safety protocols.
• Licensed and registered vehicles with valid dangerous goods licenses and operator cards.
• Capability to provide appropriate waste containers, treatment, and disposal facilities compliant with legislation.
• Ability to monitor and report on waste management activities, including site visits and compliance documentation.
• Knowledge of relevant standards, legislation, and environmental safety practices.
