Objectives

The primary objective of this tender is to appoint a qualified service provider responsible for the provision, administration, and issuance of dosimeters for the National Nuclear Regulator's (NNR) occupationally exposed persons. The service provider will ensure accurate monitoring of radiation doses for personnel and the environment over a period of five (5) years, supporting the NNR's mandate to protect persons, property, and the environment against nuclear damage.

Scope

The scope of work includes:

• Providing a comprehensive dosimetry service covering personnel, environmental, neutron, finger (extremity), and eye dosimetry.
• Issuing, processing, and delivering dosimeters for routine occupational exposure monitoring.
• Measuring personal dose equivalents Hp(3), H(0.07), and H(10) for various radiation types including x-ray, beta, and gamma radiation.
• Ensuring traceability, calibration, and compliance with legal and international standards.
• Uploading data to the National Dose Register and participating in intercomparison testing.
• Providing detailed reports and results to the NNR periodically.

Technical Requirements

The technical specifications for the dosimeters and services include:

• Dosimeter make and model, technology (TLD, film, OSL, etc.), and type (external whole body, extremity, eye, etc.).
• Operational quantities such as Hp(10), Hp(0.07), and Hp(3).
• Capability to measure doses for photon, beta, and neutron radiation within specified dose and energy ranges.
• Certification requirements including involvement in intercomparison testing, traceability to calibration standards, and accreditation status.
• Compliance with the Legal Metrology Act, Measurement Units and Measurements Standards Act, and relevant international standards.
• Participation in the National Dose Register and adherence to calibration and quality assurance protocols.

Skills and Skills Requirements

The service provider must demonstrate:

• Expertise in radiation dosimetry, calibration, and quality assurance processes.
• Experience with national and international intercomparison testing for dosimeter providers.
• Capability to upload and manage dose data in the National Dose Register.
• Proficiency in handling various dosimeter technologies and types, including TLD, film, and OSL systems.
• Ability to provide detailed reports, technical support, and consultation on radiation safety and dosimetry standards.
• Qualified personnel with relevant certifications and experience in radiation monitoring and dosimetry services.
