Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct comprehensive background and reference screening for prospective employees of Agrément South Africa (ASA). The screening aims to ensure that ASA hires individuals with the right skills and verified backgrounds, thereby mitigating risks associated with questionable employment histories or skills. Proactive background checks are intended to prevent costly litigation and protect the organization's reputation by ensuring the integrity and suitability of new hires over a period of 36 months.

Scope

The scope of work includes:

• Conducting legally compliant background checks on prospective employees, with prior consent and provided details.
• The background verification encompasses:
  • Criminal records verification
  • Fraud listing checks
  • Overall credit record checks from relevant bureaus in applicable countries
  • Employee background and reference checks
  • Verification of qualifications
  • Identity and citizenship verification
  • Fingerprints verification
  • Confirmation of professional memberships
• Providing ongoing reports in the agreed format within specified timeframes.
• Support can be provided remotely, with strict adherence to turnaround times and reporting schedules.

The engagement duration is 36 months, with the service provider expected to start promptly and deliver reports on demand.

Technical Requirements

The technical specifications for the service provider include:

• Implementation: Support may be provided remotely, but the provider must meet all agreed turnaround times.
• Reporting: Continuous provision of reports in the specified format within the agreed time limits.
• Compliance: Registration with relevant bodies such as the National Association of Professional Background Screeners (NAPBS) and the South African fraud prevention service is mandatory.
• Mandatory Documentation: Submission of proof of registration with credit bureaus, ownership details, and references from previous similar engagements.
• Evaluation: Bidders will undergo a technical evaluation based on compliance with verification requirements, with scoring based on YES/NO responses.
• Contractual: Successful bidders must enter into a Service Level Agreement (SLA) outlining performance standards, resources, and turnaround times.

The service provider must also ensure confidentiality, intellectual property rights transfer, and compliance with all applicable laws and regulations throughout the contract period.
