Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive cleaning services at SARS Kasteel Office Park for a period of 24 months, with an option to extend for an additional 12 months. The goal is to ensure the buildings are maintained to high cleanliness and hygiene standards, supporting SARS’s operational needs.

Scope

The scope of work includes:

• Provision of labour-only cleaning services at three SARS buildings: Buren Building, Nassau Building, and Oranje Building, totaling approximately 13,769.28 m².
• Cleaning tasks such as vacuuming, mopping, sanitizing high-touch surfaces, waste collection, and general cleaning routines as per the specifications.
• Operational hours are Monday to Friday, with specific shift arrangements to minimize disruption.
• Management of relief staff during absences, adherence to security vetting, and compliance with SARS policies.
• Maintenance of equipment, uniforms, PPE, and reporting procedures.
• Existing SARS contracts cover hygiene services, cleaning equipment, chemicals, and consumables.

Technical Requirements

The technical requirements include:

• Registration with relevant industry bodies (e.g., National Contract Cleaners Association).
• Provision of a detailed operational plan, including cleaning methodologies, schedules, and safety procedures.
• Deployment of qualified and security-vetted staff, with clear supervision and management structures.
• Adherence to health, safety, and security protocols, including PPE usage and emergency procedures.
• Provision of proof of insurance (public liability R1 million), tax compliance, and BBBEE certification.
• Implementation of quality control measures, including regular inspections, reporting, and performance reviews.
• Compliance with SARS’s security vetting, confidentiality, and ethical business practices policies.

Skills Requirements

The skills and qualifications required from the service provider and its personnel include:

• Proven experience in delivering cleaning services in large corporate or institutional environments.
• Qualified supervisory staff with relevant experience in cleaning operations, health and safety, and chemical handling.
• Ability to develop and implement comprehensive cleaning methodologies and operational plans.
• Strong management skills to oversee staff deployment, absenteeism, and relief staffing.
• Security vetting and compliance with SARS security protocols.
• Effective communication skills for reporting and coordination with SARS representatives.
• Knowledge of occupational health and safety legislation and best practices.
