Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver First Aid Level One (SAQA ID 119567) training to twenty (20) Departmental Employees in or around King Williams Town / Bisho over a period of two (2) days. The training aims to equip employees with essential first aid skills to effectively manage emergency situations, prevent accidents, and potentially save lives, thereby supporting workplace safety and productivity.

Scope

The scope of work includes:

• Provision of training on First Aid Level One (SAQA ID 119567) for twenty (20) departmental employees.
• Delivery of training in suitable venues within or around King Williams Town / Bisho, accommodating twenty participants.
• Provision of necessary training facilities and tools such as projectors, flip charts, extension cords, notepads, pens, water, and sweets.
• Provision of catering services, including morning tea, lunch with vegetables and salad, and soft drinks or juices.
• Facilitator to bring their own training materials, including laptops, presentation charts, manuals, and extension lids.
• Completion of the training within a two-day period, with certificates awarded upon successful completion.

Technical Requirements

The technical requirements specify that the service provider must:

• Possess relevant qualifications, including a Degree, Diploma, or Certificate in Emergency Medical Care, Paramedic, or First Aid.
• Provide facilitation certificates for key personnel, certified copies of relevant qualifications, and proof of accreditation by the Quality Council for Trade and Occupations (QCTO) and Department of Employment and Labour (DEL).
• Demonstrate experience with at least one successful First Aid Level One training project within the past three years, supported by reference letters.
• Ensure training is delivered by qualified facilitators with valid certifications.
• Use training venues that are classroom-like, equipped with necessary tools and facilities.
• Provide comprehensive training materials, including manuals, slides, and presentation aids.

Skills Requirements

The skills and competencies required from the service provider include:

• Expertise in First Aid Level One training, with certified trainers possessing relevant qualifications and experience.
• Ability to develop and deliver a detailed training methodology aligned with the terms of reference and timeframes.
• Proficiency in providing practical and theoretical training that enables learners to:
• Understand emergency scene management
• Assess emergencies accurately
• Apply first aid procedures effectively in life-threatening situations
• Treat common injuries
• Demonstrate competence through certification
• Strong logistical and organizational skills to manage venue arrangements, training materials, catering, and certification processes.
• Experience in working with government departments and understanding of compliance with relevant accreditation standards.
