Objectives

The primary objective of this tender is to appoint a qualified service provider to render physical security services at various sites within the Limpopo Department of Economic Development, Environment & Tourism (LEDET) for a period of thirty-six (36) months. The services aim to safeguard departmental assets, staff, visitors, and valuables against threats such as theft, vandalism, unauthorized access, and criminal activities.

Scope

The scope encompasses the provision of comprehensive physical security services across multiple clusters and sites, including:

• Cluster 11: Evridiki Towers (Head Office and Seshego Revenue Office)
• Cluster 12: Lekgalameetse Nature Reserve and associated sites
• Cluster 13: Modjadji Nature Reserve and Cycad
• Cluster 14: Musina Nature Reserve and Nzhelele Dam Nature Reserve
• Cluster 15: Various Revenue Offices in Mopani District (Hlanganani, Namakgale, Giyani, Lulekani, Sekgosese, Tzaneen Service Centre)
• Cluster 16: Revenue Offices in Sekhukhune District (Praktiseer, Nebo, Schoonord, Potlake Nature Reserve)
• Cluster 17: Revenue Offices in Waterberg District (Lephalale, Modimolle, Mokopane, Thabazimbi)

The services include static guarding, patrols, access control (pedestrian and vehicle), incident reporting, emergency response, and related security functions as specified in the tender documentation.

Technical Requirements

• Provision of adequately trained, PSIRA-registered security officers with valid registration and firearm competency certificates where applicable.
• Deployment of security personnel in specified shifts (day/night), with appropriate grades and armed/unarmed status as per site requirements.
• Use of suitable uniforms (corporate or combat) with company branding, maintained in clean and professional condition.
• Implementation of security systems such as CCTV, access control, patrol clocking, and communication equipment (two-way radios, panic buttons).
• Provision of necessary security equipment including firearms, batons, handcuffs, pepper spray, metal detectors, and registers for incident, visitor, vehicle, and asset management.
• Development and submission of contingency plans for emergencies, strikes, and unforeseen events.
• Compliance with all applicable legislation, including the Private Security Industry Regulations Act, Occupational Health and Safety Act, and other relevant laws.
• Regular site inspections, reporting, and adherence to service level agreements (SLAs).

Skills Requirements

• Security officers must be PSIRA-registered, with valid certificates and firearms competency where required.
• Officers must possess good communication skills, including reading, writing, and speaking English fluently.
• Personnel must demonstrate physical and mental fitness to perform security duties effectively.
• Officers should be professional, polite, respectful, and adhere to Batho Pele principles.
• Security supervisors and managers must have relevant qualifications, experience in security services, and the ability to coordinate and monitor security operations.
• All personnel must undergo training in access control, CCTV operation, fire safety, crowd management, and emergency procedures as per the training and skills development criteria.
