Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver security and access control services for Kgetlengrivier Local Municipality (KRLM) plants over a period of 36 months. The aim is to enhance the security of municipality assets, property, data, information, communication infrastructure, buildings, and personnel, ensuring compliance with relevant security regulations and standards.

Scope

The scope of work includes:

• Provision of 24-hour security patrols, guarding, and access control at KRLM plants and motor gate entrances.
• Deployment of security officers at specified sites with designated shifts (day, night, relievers) based on risk levels (high, medium).
• Implementation of physical security measures such as armed response, vehicle and pedestrian recording systems, patrols, detector systems, and security equipment (e.g., uniforms, weapons, fire-arm safekeeping).
• Management of security personnel including allocation, supervision, identification, and immediate replacement if necessary.
• Coverage of six key security elements: physical security, personnel security, ICT security, visitor permits, recording systems, and fire-arm safekeeping.
• Ensuring security of municipality assets including data, information, communication infrastructure, buildings, and movable and fixed property.

Technical Requirements

The technical requirements specify that the service provider must:

• Be registered with the Private Security Industry Regulation Act, 2001 (Act 56 of 2001), with valid PSIRA certificates for both company and key personnel.
• Maintain active insurance covering costs, loss, and damage arising from security obligations, with proof of active insurance submitted with the bid.
• Provide security officers with appropriate training, including security training, first aid, and adherence to wage determination acts.
• Assign security officers to specific sites with identifiable uniforms and ensure officers are easily recognizable and execute their duties effectively.
• Ensure operational managers are available 24/7 for emergency response and supervision.
• Comply with minimum education levels: Grade 12 (Standard 10) with security training for Grade C officers, and Grade 12 plus security training and two years’ experience for supervisors (Grade B).
• Provide proof of relevant documentation such as PSIRA certificates, fire-arm licenses, tax certificates, BBBEE certificates, and company registration details.

Skills Requirements

The skills and personnel requirements include:

• Security officers must have security training, be registered with PSIRA, and possess minimum education levels (Grade 12).
• Supervisors must have security training, at least two years’ relevant experience, and Grade 12 qualification.
• Operational managers must be available 24/7 for immediate response and supervision.
• Security personnel should be capable of executing patrols, access control, emergency response, and reporting.
• Personnel must be identifiable through uniforms and badges, and be able to respond promptly to emergencies.
• All security staff should be trained in first aid and adhere to occupational health and safety standards.
