Objectives

The primary objective of this tender is to appoint a qualified service provider to perform comprehensive service, maintenance, and repairs of fire detection systems, gas suppression systems, fire panels, and firefighting equipment at SABC offices in Polokwane and Thohoyandou over a period of 5 years. The goal is to ensure the reliability, safety, and compliance of fire prevention systems in accordance with national standards and manufacturer recommendations.

Scope

The scope of work includes:

• Bi-annual testing and maintenance of fire detection and gas suppression systems, including inspection, testing, and certification.
• Annual servicing of firefighting equipment such as fire extinguishers, hose reels, hydrants, and Vesda systems.
• Repairs and emergency call-outs for fire detection and suppression systems.
• Replacement of faulty or expired components, including fire extinguishers, fire detection points, cables, and interfaces.
• Calibration, testing, and commissioning of Public Address (PA) and Audio systems.
• Provision of safety files, risk assessments, and proof of legal appointments prior to work commencement.
• Adherence to health, safety, and environmental regulations during service delivery.

Technical Requirements

The technical requirements specify that the service provider must:

• Use SAQCC-certified technicians for all site work.
• Maintain fire detection systems based on Ziton ZP3 fire panels, FM200 gas suppression systems, and associated firefighting equipment.
• Conduct scheduled annual and bi-annual maintenance, including testing, inspection, and certification in line with SANS 10139 and SANS 14520 standards.
• Respond promptly to emergency, urgent, and routine call-outs, with response times of 2 hours, 4 hours, and as per service level agreements respectively.
• Provide detailed maintenance reports, job cards, and certification upon completion of work.
• Ensure minimal disruption to SABC operations during maintenance activities.
• Maintain safety, health, and environmental compliance at all times.

Skills Requirements

The tender specifies that bidders must demonstrate:

• Minimum of 5 years’ experience in maintaining, servicing, and repairing firefighting and fire detection systems.
• Provision of reference letters from at least three clients for similar services involving at least 15 firefighting equipment items.
• Qualified personnel including a team leader and technicians with valid SAQCC fire certificates and CVs evidencing relevant experience (minimum 2 years for technicians, 5 years for team leaders).
• Capability to prepare and submit safety files, risk assessments, and legal compliance documentation.
• Ability to provide warranties and guarantees on workmanship and spare parts.
• Demonstrated understanding of health, safety, and environmental regulations applicable to fire safety services.

Overall, the successful bidder must possess the technical expertise, experience, and personnel qualifications to deliver reliable, compliant, and high-quality fire safety maintenance and repair services over the contract period.
