Objectives

The primary objective of this tender is to appoint a qualified service provider to supply, deliver, and commission a CAT5 Aircraft Rescue Fire Fighting (ARFF) vehicle, along with accompanying equipment, maintenance planning, and training. The project aims to enable Mkhuze Airport to upgrade from a CAT1 to a CAT5 aerodrome classification, facilitating larger aircraft operations, increasing regional connectivity, and attracting commercial airline services. The initiative supports the broader strategic goal of regional economic development, tourism stimulation, and integration within the KwaZulu-Natal aviation infrastructure, in compliance with SACAA, ICAO, and NFPA standards.

Scope

The scope of work includes:

• Supply and delivery of a SACAA and ICAO compliant CAT5 ARFF vehicle with a foam discharge capacity of 3000 L/min.
• Provision of all necessary firefighting equipment and specialized rescue tools mounted on the vehicle, adhering to ICAO and NFPA standards.
• Commissioning of the vehicle at Mkhuze Airport, including testing and validation of operational readiness.
• Provision of comprehensive on-site training for designated fire-fighting personnel on vehicle operation, firefighting procedures, maintenance, troubleshooting, and emergency response protocols.
• Development and submission of a maintenance plan, including spare parts and reserve stock (200% of foam tank capacity).
• Post-delivery support, including technical assistance, breakdown response, and after-sales support services.
• Implementation period of 19 months from contract signing, with services commencing within 1 month of vehicle delivery.

Technical Requirements

The technical specifications and standards for the ARFF vehicle and associated services include:

• Vehicle Specifications:
  • All-wheel drive, single rear wheel configuration, capable of full load operation on all terrains and surfaces within the airport vicinity.
  • Acceleration and top speed meeting ICAO 9137 minimum requirements.
  • Corrosion-proof, lightweight panel materials.
  • Minimum of three (3) seats in the crew cabin with SCBA mounts; minimum of two (2) seats in the driving cabin.
  • Integrated communication systems for operational coordination.
  • Design compliant with ICAO Chapter 5, NFPA 414/1900 standards, and SACAA regulations.
• Equipment and Accessories:
  • Foam proportioners, turrets, hose reels, and extinguishing systems designed for a discharge rate of 3000 L/min.
  • Secure mounting of all firefighting and rescue equipment, with corrosion-resistant paneling.
  • Onboard communication and control instrumentation.
• Rescue and Firefighting Equipment:
  • Supply of initial foam stock and 200% reserve foam stock.
  • Associated rescue tools and specialized firefighting apparatus as per ICAO and NFPA standards.
• Training and Commissioning:
  • Comprehensive training covering vehicle operation, firefighting techniques, maintenance, troubleshooting, and emergency procedures.
  • Provision of a detailed onsite training plan, including practical exercises.
  • Certification of personnel competence in operating the ARFF vehicle and equipment.
• Support and Maintenance:
  • Development of a maintenance and service plan.
  • Availability of technicians and outsourced service providers for breakdowns and adhoc repairs.
  • Post-delivery support for a total project duration of 19 months.

The overall technical approach must demonstrate compliance with ICAO Manual 9137, NFPA 414/1900 standards, and SACAA regulations, ensuring the ARFF vehicle is fit for purpose, reliable, and capable of supporting Mkhuze Airport’s transition to a CAT5 classification.
