Objectives

The primary objective of this tender is to appoint a qualified service provider to acquire, maintain, and support Oracle Database licenses for the Road Accident Fund (RAF) over a period of three (3) years. The goal is to enhance the RAF’s database infrastructure, ensure operational efficiency, and maintain compliance with relevant regulations and OEM best practices.

Scope

The scope of work includes:

• Procurement of new Oracle licenses, including Active Data Guard, Enterprise Edition, Security, and Compression licenses.
• Renewal and support of existing licenses such as Oracle Database Enterprise Edition, Partitioning, Security, Vault, Diagnostics Pack, and Tuning Pack.
• Deployment across all RAF environments: Sandbox, Development, QA, Production, and Disaster Recovery (DR).
• Implementation of updates, upgrades, schema transformations, and system modernization (e.g., DBaaS migrations).
• Provision of support for incidents, SR management, and optimal platform recommendations (OCI, Azure, AWS RDS, hybrid).
• Cybersecurity measures, vulnerability management, and compliance with internal policies and laws.
• Support for cloud-native tools, high availability, disaster recovery, data portability, and minimal/zero downtime strategies.
• Provision of technical architecture recommendations, capacity planning, and performance management.

Technical Requirements

The bidder must demonstrate:

• Certified/Accredited Oracle Partner status with OEM accreditation via Manufacturer’s Authorization Form (MAF).
• Minimum of five (5) years’ experience in:
• End-to-end lifecycle management of Oracle licenses.
• Supporting cloud-native database solutions (e.g., Amazon Aurora, RDS, Azure SQL).
• Supporting and maintaining Oracle databases version 19c and higher.
• Implementing high-availability and clustering solutions.
• Capacity and performance management, security, vulnerability, and threat management.
• Access to relevant technical Subject Matter Experts.
• Provision of references for similar projects, with at least two verifiable client references.
• Compliance with OEM and RAF policies, including security, data protection, and support standards.

Skills Requirements

The successful bidder must possess:

• Expertise in Oracle database licensing, deployment, and support.
• Experience in cloud migration, hybrid cloud solutions, and multi-region disaster recovery.
• Knowledge of cybersecurity best practices, including privilege management, MFA, Vaulted credentials, and incident remediation.
• Capability to provide technical architecture recommendations aligned with emerging technologies and trends.
• Ability to manage incidents with defined priority levels and resolve support tickets efficiently.
• Proficiency in capacity planning, performance tuning, and resource optimization.
• Understanding of legal and compliance frameworks relevant to data security and privacy.
