Objectives

The primary objective of this tender is to appoint a service provider to develop and implement a comprehensive Enterprise Architecture (EA) for the MICT SETA over a period of twelve months. The EA aims to align business processes with ICT capabilities, facilitate digital transformation, improve service delivery, and ensure the organization remains agile, resilient, and compliant with relevant standards and regulations. The initiative seeks to transition from a fragmented ICT environment to a harmonized, scalable, and future-ready architecture that supports interoperability, data-driven decision-making, innovation, and sustainability.

Scope

The scope encompasses the full lifecycle development and implementation of a fit-for-purpose EA, covering:

• Analysis of existing business processes, ICT systems, applications, data flows, security controls, and governance structures.
• Assessment of current ICT alignment with strategic objectives and service delivery requirements.
• Identification of redundancies, gaps, inefficiencies, and risks.
• Development of a target EA aligned with strategic vision and national/international standards (e.g., GWEA, TOGAF, Zachman, FEAF).
• Coverage of four primary architecture domains:
  • Business Architecture: operating models, functions, capabilities, services
  • Information/Data Architecture: data models, flows, governance, privacy
  • Application Architecture: application portfolio, integration models, lifecycle strategies
  • Technology/Infrastructure Architecture: platforms, networks, cloud, security, hosting
• Development of governance structures, operating models, implementation roadmaps, policies, standards, and templates.
• Capacity building, training, and knowledge transfer to internal teams.
• Selection and configuration of EA tools or repositories, including populating foundational EA content.

Technical Requirements

The technical requirements include:

• Conducting current-state (As-Is) assessments and designing future-state (To-Be) architectures.
• Performing gap analysis to identify discrepancies between current and target architectures.
• Creating phased implementation roadmaps with timelines, costs, dependencies, and risks.
• Establishing EA governance frameworks, roles, responsibilities, policies, and procedures.
• Developing EA policies, standards, principles, reference models, and templates.
• Ensuring alignment with national standards such as GWEA, POPIA, and cybersecurity frameworks.
• Providing capacity building workshops, training, and documentation.
• Configuring and populating EA tools or repositories as needed.
• Delivering comprehensive reports including inception, current assessment, target architecture, implementation roadmap, governance framework, training, and close-out.

Skills Requirements

The bid must demonstrate the necessary skills and qualifications, including:

• Enterprise Architecture Framework Certification: Lead EA architect must possess certifications such as TOGAF, Zachman, FEAF, or GWEA.
• Project Management Certification: Project manager must hold PMP, Prince2, or equivalent.
• Experience: Proven track record of developing and implementing EA in similar organizational contexts, with reference letters indicating at least 5 years of relevant experience.
• Technical Leadership: Ability to lead EA development teams, manage stakeholder engagement, and oversee EA tool configuration and content population.
• Training & Capacity Building: Skills to design and deliver training programs, workshops, and knowledge transfer sessions.
• Analytical Skills: Ability to analyze existing systems, identify gaps, and design future architectures aligned with strategic goals.
