Objectives

The primary objective of this tender is to appoint a qualified service provider to develop a comprehensive Local Integrated Transport Plan (LITP) for Senqu Municipality. The plan aims to address the region's transport challenges, facilitate stakeholder engagement, ensure policy and legislative alignment, and improve connectivity and mobility within the municipality's dispersed settlements.

Scope

The scope of work includes:

• Development of a detailed transport strategy aligned with national and provincial policies.
• Stakeholder engagement with municipal departments, provincial departments, government agencies, transport operators, and community groups.
• Assessment of the current transport situation, including infrastructure audits and GIS mapping.
• Scenario planning and development of alternative transport models.
• Preparation of a Draft and Final Integrated Transport Plan, including community participation and feedback incorporation.
• Delivery of electronic copies of the plan in PDF and Word formats, ensuring the plan remains the property of Senqu Municipality.

Technical Requirements

The technical requirements for the tender include:

• Demonstrated experience in transport planning, especially in rural or dispersed settlement contexts.
• Capacity to facilitate stakeholder engagement and community participation.
• Ability to produce GIS maps, transport models, and scenario analyses.
• Provision of a detailed project execution plan, including work methodology, phasing, timeframes, and skills transfer plans.
• Compliance with relevant legislation such as the National Land Transport Act (Act No. 5 of 2000) and provincial guidelines.
• Provision of a detailed work experience report with contactable references for similar projects.
• Qualifications and experience of key personnel, especially the project leader.
• Adherence to local content requirements, especially for goods and services in designated sectors.
• Submission of a comprehensive project schedule with phases, activities, deliverables, and associated percentages of completion.
• Provision of a detailed payment schedule aligned with project milestones.
• Compliance with all tender conditions, including confidentiality, conflict of interest declarations, and supporting documentation.
