Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to develop, review, standardise, and document Standard Operating Procedures (SOPs) for the Mandela Bay Theatre Complex (MBTC). This aims to ensure that MBTC's operations are governed by clear, consistent, and compliant processes aligned with applicable legislation, best practices, and internal governance standards.

Scope

The scope of work includes:

• Developing and standardising SOPs across all departments within MBTC.
• Creating SOP manuals for each department.
• Establishing an SOP register and version control system.
• Recommending mitigation measures and control mechanisms.
• Ensuring SOPs align with operational, governance, and legislative requirements.

Technical Requirements

The technical requirements for the service provider include:

• Providing detailed information on the project team, demonstrating relevant qualifications, skills, and experience in SOP development and process standardisation.
• Proving at least 3 to 5 completed projects in similar scope within the past five years, supported by verifiable references.
• Demonstrating expertise in SOP development, review, and standardisation, supported by reference letters from similar projects.
• Submitting a comprehensive methodology outlining the approach to development, review, workflow analysis, and standardisation of SOPs.
• Including a plan for training and knowledge transfer to ensure staff can independently apply SOPs post-project.

Skills Requirements

The successful bidder must possess:

• Qualified personnel with relevant degrees, diplomas, or certifications aligned with business management, industrial engineering, operations management, project management, or quality management.
• Proven experience in SOP development, process mapping, organisational process improvement, and standardisation.
• Strong project management skills with the ability to deliver within 30–60 working days.
• Capability to provide detailed project team structure, demonstrate extensive relevant experience, and deliver high-quality SOP documentation.
• Ability to develop tailored methodologies and conduct effective training and knowledge transfer.
