Objectives

The primary objective of this tender is to appoint a qualified service provider to perform electrical maintenance at George Airport remote sites over a period of five (5) years. The contractor will provide ad hoc electrical maintenance services to ensure the operational integrity of critical air traffic management systems, navigation aids, and associated infrastructure, on an as-and-when-required basis.

Scope

The scope includes:

• Electrical fault finding, diagnostics, troubleshooting, repair, and replacement of faulty components such as circuit breakers, relays, switches, cabling, and wiring.
• Provision of 24/7 availability with response times of 2 hours for critical airport systems and 4-6 hours for remote sites.
• Inspection, servicing, testing, and certification of electrical systems including distribution boards, protection systems, cable reticulation, lighting, earthing, lightning protection, and inverter checks.
• Installation or replacement of lighting, power outlets, switches, surge protection devices, and minor rewiring or modifications.
• Electrical compliance testing and certification according to SANS standards.
• Maintenance of critical systems such as radar, VHF, VDF, DME, and power supplies, including generator and UPS systems.
• Provision of related services such as rigging work, rigging, high mast work, and site-specific repairs.
• Adherence to safety, security, and airport protocols, including obtaining necessary permits and certifications.

Technical Requirements

The contractor must:

• Be registered with the Department of Employment and Labour as an Electrical Contractor and employ a qualified Registered Electrician (Wireman’s Licence holder).
• Comply with SANS 10142-1, Occupational Health and Safety Act, Electrical Installation Regulations, and ATNS HSE policies.
• Maintain valid safety files, medical fitness certificates, police clearance, and relevant competency certifications.
• Obtain and maintain airside access permits and adhere to airport security protocols.
• Provide all labour, tools, equipment, PPE, and transport necessary for the work.
• Ensure electrical systems’ integrity, safety, and compliance, including testing and certification where applicable.
• Respond within specified timeframes and execute work only upon formal issuance of service requests and rates.
• Perform preventative, corrective, and specialist system maintenance, including testing and certification, with documentation and reporting.
• Adhere to the approved schedule of rates, including labour, call-out fees, travel, and markup on materials.

Skills Requirements

• Qualified Electrician with Wireman’s Licence and registration with the Department of Employment and Labour.
• Experience in electrical maintenance within aviation, remote site, or critical infrastructure environments.
• Ability to conduct fault diagnosis, troubleshooting, and repairs on complex electrical systems and equipment.
• Knowledge of SANS standards, electrical safety, and compliance testing procedures.
• Competence in installation, testing, and certification of electrical systems and components.
• Ability to respond promptly to service requests and work within strict response times.
• Strong documentation, reporting, and record-keeping skills for maintenance activities and compliance certification.
• Ability to work in a secure, regulated environment, including obtaining necessary permits and adhering to airport security protocols.
