Objectives

The primary objective of this tender is to appoint a qualified service provider to establish and maintain a comprehensive War Room for the City of Mbombela. This includes the construction, installation, and ongoing support of an integrated security and surveillance system to enhance asset protection, public safety, and operational efficiency in line with the City’s strategic development plans, including Vision 2030.

Scope

The scope encompasses:

• Construction and setup of a central War Room facility.
• Installation of security systems including CCTV, intruder detection, access control, and fire detection across multiple sites.
• Provision of professional services for system integration, monitoring, and management.
• Supply and installation of hardware such as servers, control room furniture, networking equipment, and security devices.
• Development of a centralized control and monitoring platform with real-time reporting and incident management capabilities.
• Provision of maintenance, support, and system upgrades over a 36-month period.

Technical Requirements

The technical scope includes:

• Design and construction of a secure War Room with appropriate infrastructure.
• Installation of CCTV systems compliant with ONVIF standards, including IP cameras, network recorders, and video wall displays.
• Deployment of an integrated alarm and event monitoring platform compliant with ISO/IEC 27001:2013 standards.
• Implementation of access control systems supporting biometric, card, keypad, and multi-factor authentication.
• Integration with existing security systems, including ANPR, fire detection, and guard monitoring.
• Provision of remote system management, reporting dashboards, and incident escalation protocols.
• Compliance with SAHPRA licensing for X-ray and medical equipment, where applicable.
• Installation of network infrastructure, backup systems, and control room furniture.

Skills Requirements

The successful service provider must demonstrate:

• At least 5 years of experience in designing and implementing integrated security and control room systems.
• Registration with relevant authorities such as PSIRA, SAIDSA, SAHPRA, and ICASA.
• Proven track record in delivering similar projects, including references and project documentation.
• Qualified personnel with certifications such as PSIRA Grade A, CCTV installation, network engineering (e.g., CCNA, Mikrotik, Meganet), and relevant technical expertise.
• Capability to provide ongoing support, system maintenance, and system upgrades for a minimum of 36 months.
• Ability to integrate multiple security subsystems into a unified platform with real-time monitoring and reporting.
• Compliance with legal and regulatory standards, including SAHPRA licensing for medical equipment and ISO/IEC standards for information security.
