Objectives

The primary objective of this tender is to appoint a qualified service provider to manage cellphone and data contracts for the KwaZulu-Natal Legislature over a period of 48 months. The service provider will facilitate efficient communication tools for Members and staff, ensure effective management of cellular services, and support the Legislature's operational needs through a comprehensive service level agreement.

Scope

The scope includes:

• Provision of a corporate account housing multiple cellular voice and data contracts for approximately 300 voice lines and 380 data lines.
• Management of existing and new cellphone and data lines, including handsets and modems.
• Support services such as network monitoring, technical support, repairs, and network coverage enhancement.
• Provision of value-added services like online billing management, tiered user packages, and international roaming partnerships.
• Implementation of service levels with specified turnaround times for support and repairs.
• Monthly reporting on expenses and usage, and management of airtime limits and soft locks.
• Support for additional requirements such as device upgrades, sim swaps, and network coverage improvements.

Technical Requirements

The technical specifications include:

• Provision of cellular voice and data packages with a minimum speed of 4G, capped data plans, and options for increased data bundles.
• Support for approximately 300 voice lines and 380 data lines, with flexibility for additional lines during the contract period.
• Network coverage across KwaZulu-Natal with detailed mapping and percentage coverage reports.
• Provision of smartphones, modems, and accessories meeting specified standards, including smart loan devices.
• Support for network management features such as soft locking, sim swaps, and call limit controls.
• Availability of online management tools for billing, query logging, and reporting.
• Support for international roaming and partnerships with global mobile providers.
• Service levels with defined turnaround times for various support and repair requests, ranging from immediate to 24 hours or more.

Skills Requirements

The successful bidder must demonstrate:

• Experience in managing large-scale corporate cellphone and data contract portfolios.
• Technical expertise in network coverage, device management, and support services.
• Capability to provide timely and effective support, including help desk services, repairs, and technical advisory.
• Proficiency in online billing systems, reporting, and management tools.
• Ability to offer value-added services such as tiered packages, international roaming, and network coverage enhancement.
• Compliance with all legal, regulatory, and tax obligations relevant to telecommunications services in South Africa.
• Proven track record of delivering similar services to government or large organizations.
