Objectives

The primary objective of this tender is to appoint a capable service provider to implement the Outcomes Based Youth and Homeless Employment and Transition Programme. The aim is to address homelessness within the inner city by creating sustainable employment pathways for vulnerable youth, particularly those who are homeless, through a structured, outcome-driven contracting approach.

Scope

The scope of work includes:

• Identification and recruitment of beneficiaries from municipal shelters and community organizations.
• Provision of psycho-social interventions and work readiness development.
• Placement of beneficiaries into formal employment, informal/self-employment, or SMME incubation pathways.
• Post-placement support and ongoing monitoring.
• Systems and data management for tracking outcomes.
• Partnership development with NGOs, shelters, community organizations, government agencies, private sector, and donors.
• Outcome verification and reporting based on a Monitoring, Evaluation, and Verification Framework.

Technical Requirements

The technical requirements include:

• Partnerships with relevant NGOs, shelters, community organizations, and government bodies.
• Development of a comprehensive approach covering psycho-social support, work readiness, employment pathways, and post-placement support.
• Implementation of an outcome-based payment model, with payments linked solely to verified outcomes.
• Provision of temporary accommodation options for beneficiaries during rehabilitation and employment readiness phases.
• Use of a Monitoring, Evaluation, and Verification Framework to validate outcomes such as employment placement and retention.
• Submission of detailed technical proposals, including methodology, project plan, risk management, and value management strategies.

Skills Requirements

The successful service provider must demonstrate:

• Experience in delivering employment-related projects, especially those focused on vulnerable youth and homeless populations, with a track record of achieving sustained employment outcomes.
• Strong partnership and stakeholder engagement capabilities with NGOs, government agencies, private sector, and community organizations.
• Expertise in psycho-social interventions, work readiness training, and employment placement services.
• Ability to develop and manage outcome-based contracts, including outcome verification and data management systems.
• Financial capacity to pre-finance project activities and sustain implementation until outcomes are verified.
• Capacity to provide comprehensive reporting, monitoring, and evaluation aligned with the programme’s framework.
