The prime bidder (GEN) must sub-contract a minimum of 30% of the awarded contract value to an EME or QSE as defined in the revised Preferential Procurement Regulation of 2017. If the prime bidder is classified as QSE/EME organization, then QSE/EME prime bidder is not compelled to sub-contract as per revised Preferential Procurement Regulations of 2017. |
