Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to conduct comprehensive employee background checks, including psychometric assessments and other related evaluations, for all prospective and current employees of MICT SETA. This initiative aims to enhance the integrity, credibility, and suitability of personnel, supporting good governance and legislative compliance.

Scope

The scope of work includes:

• Verification of identity, qualifications, employment history, and professional memberships (both within and outside South Africa).
• Checks on criminal history, adverse financial history, sanctions, and social media screening.
• Driver’s license and vehicle ownership verification where applicable.
• Reference checks on an as-needed basis.
• Psychometric assessments, including basic and advanced evaluations, as well as skill-based tests.
• Feedback provision within five days of request receipt from MICT SETA.

The services are to be provided over a period of thirty-six (36) months on an as-and-when-required basis.

Technical Requirements

• The service provider must verify applicant details such as name, surname, ID number, and legal right to work in South Africa.
• Conduct background checks covering criminal records, qualifications, employment history, and professional registration.
• Verify driver’s licenses and vehicle ownership where relevant.
• Perform social media screening and fraud checks.
• Implement psychometric assessments, including competency, cognitive, and personality tests.
• Provide timely feedback within five days of each request.
• Ensure compliance with POPIA, Labour Relations Act, and other relevant laws.

Skills Requirements

• Proven experience (minimum five years) in conducting comprehensive employee background checks and psychometric assessments nationally.
• Valid certification from a recognized Professional Background Screening Association and HPCSA for at least three individuals.
• Access to and experience with verification platforms for criminal, financial, qualification, and fraud checks, including partnerships with registered credit bureaus.
• Ability to deliver accurate and timely reports within specified lead times (preferably within six to eight days).
• Strong methodology and capacity to handle multiple verifications and assessments simultaneously.
• References from at least ten clients within the past five years demonstrating relevant experience.
