Objectives

The primary objective of this tender is to appoint a service provider responsible for the evaluation, testing, and issuance of Electrical Certificates of Compliance (COC) at Virginia Airport ATNS Control Centre. The service provider will ensure electrical installations meet compliance standards, report findings, replace or repair non-compliant units, and deliver services as required over a period of twenty-four (24) months on an as-and-when basis.

Scope

The scope includes:

• Conducting electrical inspections and testing at Virginia Airport ATNS Control Centre.
• Issuing electrical Certificates of Compliance in accordance with relevant standards (SANS 1475-1, SANS 1475-2, SANS 10105).
• Reporting on findings, replacing or repairing units that do not meet compliance standards.
• Delivering services at specified locations within Virginia Airport.
• Providing detailed compliance reports, including findings and recommendations.
• Performing repair and maintenance work, including replacement of electrical components, switches, sockets, light fittings, and other related tasks.
• Carrying out compliance testing such as earth continuity, insulation resistance, circuit breaker testing, load testing, and marking.

Technical Requirements

The technical requirements include:

• Compliance with SANS 1475-1, SANS 1475-2, SANS 10105 standards for electrical installations.
• Provision of qualified personnel, including certified electricians, technicians, and engineers.
• Delivery of services at the specified address: Virginia Airport, ATNS Control Centre, Durban.
• Adherence to quality standards, workmanship, and inspection protocols.
• Provision of detailed reports, certificates, and documentation for each inspection and test.
• Use of approved and compliant electrical components and materials.
• Timely reporting, replacement, or repair of non-compliant units as per ATNS management instructions.

Skills Requirements

The successful bidder must demonstrate:

• Registered electrical professionals with valid wireman’s licenses issued by the Department of Employment and Labour.
• Experience in electrical inspection, testing, and certification in accordance with South African standards.
• Capability to perform compliance testing such as earth continuity, insulation resistance, and circuit breaker testing.
• Proficiency in preparing detailed compliance reports and documentation.
• Ability to undertake repair, replacement, and maintenance work on electrical systems.
• Knowledge of relevant safety and quality standards applicable to airport and control centre electrical installations.
• Capacity to deliver services on an as-and-when basis, including emergency response and after-hours work.
