Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver maintenance services for Diesel Generators and UPS Systems at ATNS FAEL (King Phalo Airport) over a period of five (5) years. The provider must demonstrate capability to perform scheduled and ad-hoc maintenance, repairs, and support to ensure the reliable operation of critical power systems, in compliance with all legal and statutory requirements.

Scope

The scope includes:

• Six-monthly maintenance of Diesel Generators, including activities such as filter replacements, lubrication, cleaning, oil changes, valve and fuel injection adjustments, battery checks, and operational testing.
• Maintenance of UPS equipment, including charger and inverter tests, battery float and runtime tests.
• Ad-hoc activities such as underground tanks cleaning, emergency callouts, additional repairs, and provision of hired generator and UPS sets as needed.
• Routine and additional parts supply, including minor and major overhauls, with quotations for major works.
• Maintenance services at specified sites, with reporting and documentation, property of ATNS.

Technical Requirements

The technical requirements encompass:

• Adherence to scheduled six-monthly maintenance activities for generators and UPS systems.
• Provision of detailed reports, including test results, adjustments, and site activities.
• Immediate reporting of unserviceable parts and submission of quotations for repairs or replacements.
• Provision of callout and emergency support, with specified rates over three years.
• Supply of parts, including routine and additional components, with invoice documentation and contractor’s markup.
• Provision of hired diesel generators and UPS units when necessary, with specified rates over five years.
• Compliance with safety, health, and environmental standards, including providing a Safety File.

Skills Requirements

The successful bidder must possess:

• Registration with the Construction Industry Development Board (CIDB) with a grading of 2ME or higher.
• Valid Letter of Good Standing from the Compensation Fund or relevant employment and labor authorities.
• Trade Test Certificate for Diesel Mechanics issued by the QCTO.
• Wireman’s License (Electrical) issued by the Department of Labour.
• Relevant experience in maintenance of diesel generators and UPS systems, supported by contactable references.
• Ability to provide qualified personnel with necessary permits for airside access.
• Capability to deliver services in compliance with all applicable legal, safety, and technical standards.
