Objectives

The primary objective of this tender is to appoint a qualified service provider to supply and deliver Personal Protective Equipment (PPE) and associated safety items to Sekhukhune District Municipality employees over a period of three (3) years. The aim is to ensure employees across various departments and units are equipped with appropriate PPE in compliance with Occupational Health and Safety Act no 85 of 1993, to promote safety, health, and compliance within the municipality's operations.

Scope

The scope includes:

• Supply and delivery of PPE and safety items to SDM employees at multiple workplaces and sites.
• Provision of PPE for various categories of employees including maintenance/pump operators, water purification plant staff, water meter readers, sewage plant workers, water quality personnel, stores staff, social development employees, asset management, emergency services, fire service personnel, and other municipal units.
• Provision of PPE items such as work suits, dust coats, lab coats, shirts, winter coats, safety footwear, gloves, head and eye protection, respiratory equipment, and specialized firefighting gear.
• Apparel customization with SDM logo/emblem, embroidery, badges, and specific color requirements.
• Samples submission, employee sizing, and on-site measurements.
• Pricing to be calculated according to agreed rates for years two and three, based on standards rates.
• Compliance with technical specifications, safety standards, and quality assurance measures.

Technical Requirements

The technical requirements include:

• Provision of PPE items that meet safety standards such as NFPA 1971, 1975, EN 40 469, and SABS approval.
• Supply of PPE that is suitable for various hazardous work environments, including flame resistance, chemical resistance, water resistance, and high visibility.
• Embroidery and badges with SDM logo/emblem, including specific size and color specifications.
• Samples of all PPE items must be submitted for quality assurance prior to delivery.
• On-site employee measurements and size assessments to ensure proper fit.
• Delivery of PPE in accordance with specified quantities, quality, and safety features.
• Provision of PPE for more than one item per employee, tailored to job needs.
• Adherence to detailed specifications for each PPE category, including work suits, rain suits, safety boots, gloves, head and eye protection, respiratory equipment, and firefighting gear.

Skills and Skills Requirements

The successful bidder must demonstrate:

• Extensive experience in supply and delivery of Personal Protective Equipment.
• Capability to provide PPE that complies with relevant safety standards and certifications (e.g., NFPA, EN, SABS).
• Proven track record of supplying PPE to similar organizations or government entities.
• Ability to submit samples and ensure quality assurance through on-site inspections.
• Capacity to undertake employee sizing, site visits, and measurements across multiple locations.
• Strong understanding of occupational health and safety requirements and PPE specifications.
• Capability to provide customized apparel with embroidery, badges, and logos as specified.
• Financial stability and good bank rating (minimum requirements as per evaluation criteria).
• Compliance with all statutory and regulatory requirements, including tax and municipal obligations.
