Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver Public Relations Management and Strategic Corporate Communication services to the National Lotteries Commission (NLC) for a period of up to 12 months. Scope

  • Reactive engagement with stakeholders and media.
  • Drafting, editing, and distributing opinion pieces and thought leadership articles (two per quarter).
  • Supporting stakeholder activities, public engagements, and crisis events.

The duration of this support is 12 months, commencing from the signing of the SLA, on an ad hoc basis as required by the NLC.

Technical Requirements

The service provider must demonstrate the ability to:

  • Support the implementation of the NLC’s communication strategy across all programmes.
  • Provide media relations management, including proactive and reactive media engagement.
  • Assist in managing sensitive issues and crisis communication.
  • Develop content such as opinion pieces, media statements, speeches, talking points, and briefing notes.
  • Coordinate media interviews, briefings, newsroom visits, and media engagement activities.
  • Deliver media handling training for the Board and executives.
  • Ensure all communication aligns with the NLC’s organisational values and strategic objectives.

Skills Requirements

The bidder must possess the following skills and qualifications:

  • Experience: Minimum of 5 years in public relations and strategic communication, with demonstrated projects for large and reputable organisations, including government departments or state-owned entities.
  • Team Composition:
    • Project Manager: At least 5 years’ experience in public relations and strategic communication, with a clear organisational structure indicating roles and reporting lines.
    • Team Leader: Minimum of 3 years’ hands-on experience in public relations and strategic communication, with relevant qualifications (Bachelor’s or higher in PR, Media Studies, Journalism, or related fields).
  • Content Development Skills: Ability to draft, edit, and produce opinion pieces, media statements, speeches, and briefing notes.
  • Media Relations Skills: Proven ability to manage media engagements, handle sensitive issues, and conduct media training.
  • Project Planning: Ability to develop detailed project plans, timelines, and responsibilities, demonstrating understanding of the work scope.
  • Communication Skills: Excellent written and verbal communication skills, with the capacity to handle multiple stakeholder engagements effectively.
