Objectives

The primary objectives of the tender are to appoint a qualified service provider to review and develop the Limpopo Environment Outlook (LEO) Report for the period 2027-2032. The report aims to:

• Provide objective, accurate, and scientifically credible information on the environment's current condition and future prospects.
• Increase stakeholder awareness and understanding of environmental trends, causes, and consequences.
• Facilitate measurement of progress towards environmental standards and targets.
• Offer early warnings of environmental degradation.
• Make recommendations to strengthen environmental policies and programs for remediation.
• Enhance evidence-based policy development promoting sustainability.
• Support informed decision-making at all levels for sustainable resource use and improved quality of life in Limpopo.

Scope

The scope encompasses reviewing existing research and consolidating it into a comprehensive environment outlook report. Key components include:

• Overview of Limpopo’s environment and key issues.
• Assessment of environmental challenges and trends.
• Evaluation of existing policies, strategies, and responses.
• Development of environmental management recommendations and preliminary indicators.
• Stakeholder engagement, including multi-disciplinary committees, public consultations, and specialist inputs.
• Application of the Driver-Pressure-State-Impact-Response (DPSIR) framework for analysis.
• Production of draft and final reports, capacity building, and skills transfer.

Technical Requirements

The technical scope includes:

• Development of a detailed work plan with methodology, deliverables, and timelines.
• Use of the DPSIR framework to analyze drivers, pressures, state, impacts, and responses.
• Compilation of an overview of environmental themes such as climate change, land, water, biodiversity, waste, energy, air quality, governance, and human settlements.
• Selection and analysis of indicators aligned with themes, including trend assessment.
• Stakeholder engagement through meetings, consultations, and public participation.
• Preparation of draft and final reports, including policy statements, scenarios, and implementation plans.
• Development of electronic maps, GIS data, and visual materials aligned with the Department’s branding.
• Capacity building, skills transfer, and training workshops post-report completion.

Skills Requirements

The project team must demonstrate expertise in the following areas:

• Environmental Science, Management, or related fields (Master’s or PhD preferred).
• Experience in preparing State of Environment or Outlook Reports.
• Proficiency in environmental data management, GIS, remote sensing, and spatial analysis.
• Knowledge of environmental themes such as climate change, biodiversity, water resources, waste management, and energy.
• Project management experience, including leading multidisciplinary teams.
• Stakeholder engagement and participatory processes.
• Capacity building and training skills.
• Experience with policy analysis and development of strategic responses.

Individual team members must provide CVs demonstrating relevant qualifications and experience, with specific expertise in focal areas such as GIS, environmental research, climate change, biodiversity, water management, and environmental governance.
