Objectives

The primary objective of this tender is to appoint a qualified service provider responsible for the supply and delivery of occupational learner materials to the Mossel Bay Campus of South Cape TVET College. The aim is to ensure the provision of comprehensive, curriculum-aligned learning materials that support occupational training programs, including practical and workplace components.

Scope

The scope encompasses the procurement, supply, and delivery of electronic occupational learning material packages for various occupational qualifications, including Automotive Motor Mechanic (NQF L3 & L4), Boilermaker (NQF L4), Bricklayer (NQF L4), and Electrician (NQF L4). The materials must be aligned with specific curriculum requirements, cover knowledge, practical skills, and workplace components, and include support for facilitators and learners. Delivery is to be made to the Mossel Bay Campus, with all associated logistical and compliance requirements addressed.

Technical Requirements

• Materials must be aligned with the relevant occupational qualification curriculum, providing comprehensive content for knowledge, practical skills, and workplace experience.
• Curriculum linkage: All learning materials must be directly linked to the qualification's curriculum document.
• Coverage: Materials should include all components of the qualification, with practical activities designed to demonstrate competency and not merely replicate curriculum content.
• Workplace support: Materials for the workplace component must include a record sheet for sign-off by learners and supervisors.
• Development: Content must be developed by subject matter experts and compliance specialists to ensure completeness, contextual relevance, and adherence to standards.
• Packaging: Electronic learning material packages should include all necessary components, with clear pricing, and comply with quality and safety standards.
• Delivery: Materials must be delivered to the specified address within the agreed timeframe, with appropriate packaging and insurance.

Skills and Qualifications Requirements

• Proven experience in developing occupational learning materials aligned with national qualification standards.
• Expertise in curriculum development, instructional design, and compliance with occupational health and safety standards.
• Capability to produce contextualized, comprehensive, and learner-supportive digital content.
• Ability to coordinate logistics for timely delivery and provide technical support or training if required.
• Knowledge of the South African qualification framework (NQF) and relevant industry standards.
• Demonstrated capacity to develop workplace support documentation and practical activity assessments.
