Objectives

The primary objective of this tender is to appoint a qualified service provider to supply, install, and maintain network cabling across nine (9) CIDB offices over a period of three (3) years. The contract aims to ensure reliable local area network support, including installation, repairs, relocations, certification, and commissioning of network infrastructure on an ad-hoc basis as required.

Scope

The scope encompasses:

• Supply of network cabling components, primarily Category 6 cabling compliant with CIDB standards.
• Installation of network cabling and related infrastructure in nine CIDB offices located in Gauteng, Limpopo, Mpumalanga, Kwa-Zulu Natal, Free State, Western Cape, Northern Cape, and Eastern Cape.
• Maintenance and support of the installed network infrastructure for 36 months, including repairs, relocations, re-alignments, and upgrades.
• Provision of network layout drawings, neat cabinet organization, and proper labelling for traceability.
• Test procedures, certification, and quality assurance for all installed cabling.
• Removal and disposal of waste materials at the service provider’s cost.

Technical Requirements

The technical scope includes:

• Provision of call-out services for network issues, repairs, and replacements, billed at negotiated or tendered rates.
• Installation of pre-configured switches at no extra cost, with all equipment certified free of defects for 12 months.
• Use of CommScope products for cabling, patch panels, and data boxes, installed according to CIDB LAN standards.
• Installation of Category 6 cabling, with no grey or reproduction products used.
• Adherence to specified labelling standards for cabinets, patch panels, cables, and network boxes.
• Proper routing of cables, minimum underground conduit depth of 1000mm, and reinstatement of ground surfaces post-installation.
• Installation layout drawings, certification, and testing with documented results.
• Warranty of equipment and workmanship for at least 12 months.

Skills and Skills Requirements

The bidder must demonstrate:

• Experience in providing and installing network cabling services over the past five years, supported by appointment letters, project certificates, and client references.
• Relevant technical personnel with certifications such as Krone/CommScope installer accreditation, and appropriate NQF levels:
• Account Manager: NQF Level 07+ with minimum 5 years’ experience.
• Project Manager: NQF Level 06+ with minimum 3 years’ experience in project management.
• Technician/Network Engineer: NQF Level 05+ with minimum 3 years’ experience and Krone installer certification.
• Capability to produce detailed CVs, proof of qualifications, and project references.
• Ability to provide a team with proven experience and relevant certifications for network cabling, installation, and maintenance.
• Knowledge of CIDB standards, LAN standards, and best practices for cabling, labelling, routing, and documentation.
• Capacity to support ad-hoc repairs, relocations, and upgrades during the contract period.

Summary

The successful bidder must possess proven experience in network cabling projects, qualified technical personnel, and the ability to deliver high-quality installation and maintenance services in accordance with CIDB standards and specifications. The skills required include project management, technical installation expertise, certification compliance, and documentation proficiency to ensure reliable and standards-compliant network infrastructure across all CIDB offices.
