Objectives

The primary objective of this tender is to appoint a suitable service provider to supply and deploy two security officers at the South African Human Rights Commission (SAHRC) Northwest Provincial Office. The security officers are responsible for rendering security and guarding services to protect personnel, property, information, and visitors, ensuring security practices are fully implemented. The service aims to mitigate various security threats, including bodily harm, terrorism, sabotage, theft, cybercrime, and other risks that could negatively impact the effective delivery of services by the SAHRC.

Scope

The scope of services includes:

• Provision of two (2) security officers to cover both day and night shifts for a period of 9 months.
• Deployment of security officers in compliance with the Basic Conditions of Employment Act, 75 of 1997.
• Security officers to conduct patrols, monitor access points, and handle security incidents.
• Provision of security equipment such as radios, batons, handcuffs, metal detectors, a guard house, and panic buttons linked to armed response.
• Weekly supervision visits by the service provider’s supervisor.
• Additional security escorts outside office premises on an ad hoc basis.
• Commissioning at least once a month if required.
• Establishment or use of a control room within 5 km of the office, with proof of lawful possession, for 24-hour operation and armed response backup.

Technical Requirements

The technical requirements for the service provider include:

• Provision of qualified security personnel with PSIRA registration Grade C or above, with supervisor or site manager holding a Grade B certificate and at least 6 years of experience.
• Use of own personnel and equipment for service delivery.
• Availability of a fully operational 24-hour control room with capacity for armed response backup, including display of control room images and physical address for inspection.
• Provision of necessary security equipment: portable radios, batons, handcuffs, metal detectors, and panic buttons.
• Maintenance of a neat and professional appearance and conduct of security officers at all times.
• Implementation of a contingency plan covering strike, absenteeism, illness, and other emergencies.
• Provision of reference letters demonstrating proven track record in security services within the last 3 years.

Skills Requirements

The skills and competency requirements for the service provider and personnel include:

• Valid PSIRA registration for all security officers, with certification levels Grade C or above.
• Experienced supervisors or site managers with a minimum of 6 years in security management and holding a Grade B PSIRA certificate.
• Ability to operate and manage a 24-hour control room with armed response capabilities.
• Professional conduct, customer orientation, and neat appearance of security personnel.
• Capability to provide security escorts and respond effectively to security incidents.
• Provision of documentation such as reference letters, proof of control room ownership or lease, and PSIRA certificates.
