Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver water quality management services, including analysis of water and wastewater samples, for Ngaka Modiri Molema District Municipality over a period of three years. The services aim to ensure compliance with Blue Drop and Green Drop standards through accredited testing laboratories, supporting water safety, regulatory compliance, and environmental management.

Scope

The scope encompasses:

• Provision of potable water and wastewater quality management through sample collection and analysis.
• Analysis of physical, chemical, and microbiological parameters in accordance with SANS 241:2015 standards.
• Monitoring of various water treatment works, distribution networks, boreholes, and wastewater treatment works (WWTW).
• Timely notification of results, including within 24-48 hours for sampling, and graphical representation of data.
• Adherence to licensing and accreditation requirements for testing laboratories.
• Handling urgent matters and ad hoc testing needs as they arise.

Technical Requirements

The technical requirements include:

• Accredited testing laboratories with licenses for physical, chemical, and microbiological analysis per SANS 241:2015.
• Capability to perform sampling and analysis for parameters such as electrical conductivity, TDS, residual chlorine, nitrates, heavy metals, bacteria (E. coli, coliforms), viruses, protozoa, and other chemical constituents.
• Provision of sampling and analysis for specific schemes including WTW, package plants, boreholes, and distribution networks.
• Compliance with specified turnaround times: 24 hours for physical/chemical/microbial sampling, 48 hours for heterotrophic counts.
• Use of an approved Laboratory Information Management System (LIMS) for data management.
• Adherence to safety, quality, and accreditation standards, including SANAS accreditation.

Skills Requirements

The tender requires service providers to demonstrate:

• Proven experience with at least 3-5 similar water quality management projects, supported by appointment letters.
• Valid SANAS accreditation certificates for laboratory testing.
• Qualified personnel with accredited training in water and wastewater sampling and analysis (SETAs or equivalent).
• Capability to operate and manage Laboratory Information Management Systems (LIMS).
• Competence in timely reporting, graphical data presentation, and handling urgent sampling requests.
• Knowledge of relevant standards, regulations, and licensing requirements for water testing laboratories.
