Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver professional live streaming services for the National Lotteries Commission (NLC). The selected provider will support the NLC’s marketing, public relations, and communication initiatives by ensuring high-quality, interactive broadcasts for various internal and external events over a six-month period.

Scope

The scope of work includes, but is not limited to:

• Provision of live streaming management services for NLC events, ensuring seamless delivery across multiple platforms.
• Technical setup and management of live streaming equipment such as HD cameras, lighting, audio systems, encoders, and internet connectivity.
• Utilization of streaming platforms (e.g., Stream Yard or equivalent) for multi-channel broadcasting with branding and overlay management.
• Implementation of audience engagement features like polls, chats, and real-time feedback.
• On-site technical support during events, including troubleshooting and real-time adjustments.
• Training NLC staff on live streaming operations and platform functionalities.
• Post-event support, including reporting, audience insights, and performance analysis.

Technical Requirements

The technical requirements specify that the service provider must:

• Supply, install, and manage live streaming equipment capable of delivering HD/4K quality broadcasts.
• Conduct pre-event technical testing to ensure optimal audio and video quality.
• Manage live streams across multiple platforms such as YouTube, Facebook, and LinkedIn, with overlays and branding aligned to NLC’s identity.
• Provide audience engagement tools and features to foster participation.
• Offer on-site technical support during events, including troubleshooting and real-time adjustments.
• Conduct training sessions for NLC staff on live streaming operations and platform features.
• Deliver post-event reports and insights, including viewer analytics and engagement metrics.

Skills Requirements

The successful bidder must demonstrate:

• At least five (5) years of experience in live streaming, audiovisual production, or related fields.
• Proven technical capabilities in operating streaming platforms (e.g., Stream Yard, OBS, vMix) and managing multi-platform broadcasts.
• Experience in managing professional streaming equipment, including HD/4K cameras, lighting, audio, and encoders.
• Ability to provide technical support and troubleshooting during live events.
• Capability to train and transfer knowledge to NLC staff on live streaming tools and engagement features.
• Demonstrated experience with similar projects for government or public sector clients, including medium to large-scale events.
• Strong project management skills to coordinate technical setup, execution, and post-event reporting.
