Objectives

The primary objective of this tender is to appoint a service provider on a three-year term contract to supply, deliver, and maintain medical kits contents and fire extinguishers for the Department of Land Reform and Rural Development in the Free State Province. The aim is to ensure the availability, safety, and compliance of medical and fire safety equipment across specified locations, supporting health and safety standards and SACAA regulations.

Scope

The scope includes:

• Supply, delivery, and maintenance of medical kits contents, including replacement of consumables and unit items as per specifications.
• Provision and servicing of fire extinguishers (DCP and Lith-Ex types), fire blankets, and smoke detectors.
• Management of equipment across multiple locations within the Free State Province, including service centers in key towns such as Bloemfontein, Cape Town, Pretoria, Mbombela, Polokwane, Pietermaritzburg, Kimberley, Mafikeng, and East London.
• Regular inspections, servicing, recharging, replacement, and compliance with SACAA and NFPA standards.

Technical Requirements

The technical requirements encompass:

• Provision of SACAA-regulated medical kits with specified contents, including bandages, dressings, antiseptics, thermometers, and other first aid supplies, with replacements scheduled annually.
• Maintenance and servicing of fire extinguishers, including annual inspections, recharging, and replacement as needed, in accordance with SANS 1475 and NFPA 10 standards.
• Replacement of damaged or expired first aid kits and containers, including changing seals and ensuring kit integrity.
• Provision of fire safety equipment such as blankets and smoke detectors, with scheduled servicing and replacement.
• Implementation of service level agreements with defined response times, regular reporting, and compliance documentation.

Skills Requirements

The successful service provider must possess:

• Expertise in medical supplies management, including inventory control, replacement, and compliance with SACAA standards.
• Technical proficiency in fire safety equipment servicing, including certification and adherence to NFPA and SANS standards.
• Experience in maintaining equipment across multiple locations, with established service centers in key towns.
• Knowledge of government procurement procedures, contractual obligations, and reporting requirements.
• Qualified personnel for inspection, servicing, and replacement of fire extinguishers and medical kits, including SACAA and SAQCC registered technicians where applicable.
