Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider(s) to deliver general maintenance services to nine (9) CIDB offices across various provinces in South Africa for a period of three (3) years. The services aim to ensure the ongoing functionality, safety, and aesthetic standards of CIDB facilities through planned maintenance, repairs, and replacements aligned with industry best practices.

Scope

The scope encompasses comprehensive building maintenance activities at CIDB head office and provincial offices, including but not limited to:

• Routine and reactive repairs to building structures and finishes
• Installation, refurbishment, and repair of partitions, ceilings, floors, and joinery
• Metal works, painting, plastering, tiling, and minor general works
• Installation and maintenance of stormwater, drainage, roofing, waterproofing, sewer systems, and paving
• Landscaping, concrete works, and road markings
• Electrical maintenance, including small installations, lighting, and control systems
• HVAC system maintenance and repairs
• Pumps, plumbing, and sanitary services
• Other specialized services such as structural repairs, wall dampness treatment, and mould removal

The services will be delivered at multiple CIDB offices located in Gauteng, North-West, Limpopo, Mpumalanga, KwaZulu-Natal, Free State, Western Cape, Northern Cape, and Eastern Cape, with specific asset descriptions and sizes provided for each location.

Technical Requirements

The technical requirements include:

• Compliance with CIDB registration at grade 2GB or higher
• Provision of all necessary materials, tools, and equipment for maintenance activities
• Adherence to safety standards and occupational health and safety specifications (to be compiled during scope execution)
• Demonstration of relevant experience through proof of past projects with similar scope
• Qualified personnel including supervisors, artisans, health and safety officers, with appropriate certifications and experience
• Implementation of quality control, inspections, and standards for material and workmanship
• Provision of detailed project plans, schedules, and methodologies during the execution phase
• Effective management of site activities, including coordination with landlords and third parties where applicable

Skills Requirements

The successful bidder(s) must demonstrate:

• Proven experience in general building maintenance and related trades such as brickwork, carpentry, painting, plastering, tiling, metal works, and electrical systems
• Capability to execute specialized services like HVAC maintenance, plumbing, waterproofing, and structural repairs
• Availability of skilled personnel with relevant qualifications, including supervisors with NQF Level 04 or higher, artisans with NQF Level 04 or higher, and certified health and safety officers
• Capacity to manage multiple sites simultaneously with effective scheduling and resource allocation
• Ability to provide certified CVs, qualifications, and proof of experience for key personnel
• Compliance with occupational health and safety standards and ability to compile site-specific safety specifications
• Financial stability and capacity to supply all required materials and equipment without delays
• Adherence to CIDB registration, BBBEE, tax compliance, and other legislative requirements
