The primary objective of this tender is to appoint a service provider capable of designing, implementing, and managing a structured leadership mentoring and coaching programme for employees in the Office of the Premier.     • Group coaching covering topics such as career mapping, personal branding, networking, emotional intelligence, communication, change management, report writing, leadership, problem-solving, and decision-making.
    • Individual coaching based on competency assessments conducted by the department.
  • Phase 2 - Mentoring:
    • Designing, planning, and facilitating mentorship activities including developmental planning, career guidance, ethics, personal development, networking, and goal reflection.
  • Phase 3 - Monitoring and Evaluation:
    • Regular feedback sessions, effectiveness evaluations, impact assessments, progress monitoring against Individual Development Plans (IDPs), and collecting feedback through surveys and reviews.

The programme must include at least 12 physical group sessions during the contract period, with weekly virtual coaching sessions at mutually agreed times.

Technical Requirements

The service provider must:

  • Design and implement the mentoring and coaching programme, including a comprehensive process plan.
  • Provide monthly progress reports and a final report with recommendations, ensuring all reports are the intellectual property of the Office of the Premier.
  • Issue competency certificates to mentees upon programme completion.
  • Ensure the programme covers all specified coaching and mentoring topics and phases.
  • Develop a project plan outlining activities and deliverables.
  • Facilitate competency assessments and tailor coaching programmes accordingly.

Skills Requirements

Applicants must demonstrate:

  • Extensive knowledge of leadership development and career advancement.
  • At least 5 years of experience in mentoring, coaching leadership, and team management.
  • Proven track record with reference letters on client letterhead, detailing previous successful projects, including project scope, value, and contact details.
  • Professional certification in coaching from recognized bodies such as Comensa (Senior Practitioner or Master Practitioner), International Coaching Federation (ICF), European Mentoring and Coaching Council (EMCC), or Association for Coaching (AC).
  • Qualified team members with a minimum of NQF Level 6 or 7 in mentoring and coaching, with a background in Industrial Psychology considered an advantage.
