Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct a mini-work-study for specific roles within SANParks. The purpose is to gather objective, evidence-based insights to inform role grading and job titling decisions, ensuring role clarity, internal equity, and compliance with the organisation’s job architecture and governance framework. The exercise aims to validate actual work content, accountability, decision-making authority, and support standardised job titling using the Paterson Job Evaluation framework. An initial focus is on three job categories affecting approximately 99 employees.

Scope

The scope involves a targeted, rapid, structured mini-work-study focusing on specified positions within SANParks. The work includes:

• Confirming actual work content and accountability
• Validating decision-making authority
• Supporting standardised job titling and flagging overlaps, gaps, and duplications
• Producing panel-ready evidence for job grading deliberations using the Paterson framework
• Deliverables include project schedule, task inventory, RACI matrix, spans of control, recommended job titles, Paterson calibration summaries, findings, quick-win recommendations, and a summary slide pack

The duration is anticipated to be 8 weeks from contract signing, with a focus on initial three roles affecting 99 employees. The project requires detailed planning, analysis, and compliance with ethics and POPIA regulations.

Technical Requirements

• Experience in conducting work-studies or similar interventions, with relevant qualifications (e.g., Industrial Psychology, Organisational Design & Development)
• Ability to conduct time-spent analysis, process mapping, stakeholder interviews, and interface mapping
• Development of reporting templates, project plans, risk registers, and analysis tools
• Compliance with governance, ethics, and data protection standards (POPIA)
• Provision of a detailed project schedule with dependencies, resource allocation, and assumptions
• Preparation of deliverables including task inventories, decision matrices, job title rationales, and calibration summaries
• Presentation of findings via slide pack and handover to SANParks HR/Organisational Development teams

Skills Requirements

• Proven expertise in organisational analysis, job evaluation, and work-study methodologies
• Strong facilitation, process mapping, and stakeholder engagement skills
• Ability to produce objective, evidence-based reports and panel-ready documentation
• Experience with Paterson Job Evaluation framework or similar grading systems
• Knowledge of governance, ethics, and POPIA compliance in handling personal data
• Effective project management skills to deliver within an 8-week timeframe
• Excellent communication skills for presenting findings and recommendations
