Objectives

The primary objective of this tender is to appoint a service provider to conduct a comprehensive study on the uptake of MICT SETA's Fourth Industrial Revolution (4IR) occupational qualifications. The study aims to evaluate the current adoption levels, effectiveness, and impact of these qualifications in addressing skills gaps within the sector, and to develop strategies for improved promotion and implementation.

Scope

The scope of work includes:

• Investigating the uptake of fully accredited MICT SETA 4IR occupational qualifications across relevant sub-sectors: Advertising, Film and Electronic Media, Electronics, Information Technology, and Telecommunications.
• Mapping labour market trends using AI and data analytics to forecast future uptake based on historical data and external factors.
• Reviewing existing documents, reports, and industry insights related to the qualifications.
• Conducting the study across all nine provinces, covering both rural and urban areas.
• Proposing strategies to promote the qualifications more effectively.
• Developing an implementation plan for these strategies.
• Recommending systematic approaches for ongoing monitoring and updates to the qualifications.
• Delivering a final comprehensive report with recommendations, including graphical and infographic content, within a six-month period.

Technical Requirements

The technical requirements for the study include:

• Conducting a thorough literature review and analysis of existing data and reports.
• Designing and implementing a research methodology aligned with the study objectives and questions.
• Utilizing AI and data analytics tools to map labour market trends and forecast qualification uptake.
• Engaging with stakeholders across all provinces and relevant institutions.
• Producing detailed progress and final reports, including presentations and infographics.
• Ensuring data ownership rights are transferred to MICT SETA upon completion.

Skills Requirements

The successful service provider must demonstrate:

• Experience in conducting research, evaluations, or exploratory studies within the education, training, or public sector, preferably related to skills development or occupational qualifications.
• Proven ability to utilize AI and data analytics for labour market mapping and forecasting.
• Capability to develop and implement research methodologies suitable for multi-provincial studies.
• Strong project management skills, including the ability to deliver within a six-month timeframe.
• Expertise in report writing, graphical presentation, and infographic development.
• Qualified personnel, including a team leader with a Master’s degree or higher in relevant disciplines (e.g., Social Sciences, Economics, Statistics) and supporting staff with appropriate qualifications and research experience.
• Experience working with public sector institutions, SETAs, or higher education entities is preferred.
