Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct an enterprise development intervention focused on technical skills development for twenty-five (25) MSMEs (Micro, Small, and Medium Enterprises) located in Edumbe and Ulundi under Zululand District Municipality. The intervention aims to deliver accredited motor mechanics training to enhance skills, promote employment opportunities, and support the growth of informal motor mechanics in rural and township areas.

Scope

The scope encompasses:

• Provision of a three-month technical skills training program based on SAQA ID Occupational Certificate 97900 (Automotive Motor Mechanics, NQF Level 4, 540 credits).
• Training of 25 beneficiaries, including practical and theoretical components, with resources such as manuals, PPE, and toolkits provided.
• Development of training materials, assessment tools, and monitoring frameworks.
• Uploading learner data onto SETA’s NLRD system and submitting final reports and invoices post-completion.
• Adherence to accreditation standards with MER-SETA and compliance with relevant legislation and policies.

Technical Requirements

• Accreditation with MER-SETA for motor mechanics training.
• Development and delivery of training modules covering workplace fundamentals, vehicle systems, electrical systems, diagnostics, and repair procedures.
• Provision of training manuals, PPE, toolkits, and learner stipends.
• Implementation of a comprehensive project plan with clear milestones, including inception, training, and close-out reports.
• Qualified trainers, assessors, and moderators with relevant MER-SETA registration and experience.
• Uploading learner achievements onto SETA’s NLRD database and maintaining accurate attendance and progress records.

Skills Requirements

The service provider must demonstrate:

• Experience in delivering automotive motor mechanics training, preferably with similar projects and outcomes.
• Proven capability to develop and implement training programs aligned with SAQA standards and MER-SETA accreditation.
• Qualified key personnel including:
• Team Leader/Coordinator: with 3-5+ years in skills development, holding a National Diploma in Mechanical Engineering (Level 6).
• Training Facilitator: registered with MER-SETA, with at least 3 years of facilitation experience.
• Assessor: registered with MER-SETA, with at least 3 years of assessment experience.
• Moderator: registered with MER-SETA, with at least 3 years of moderation experience.
• Ability to communicate fluently in isiZulu and English.
• Capacity to develop monitoring tools, progress reports, and ensure quality assurance throughout the training process.
• Experience in working with youth and informal sector entrepreneurs in rural or township settings.

Summary

The successful service provider must possess the technical expertise, accreditation, and experienced personnel to deliver a comprehensive, accredited motor mechanics training program tailored to the needs of MSMEs in Zululand. The intervention aims to build sustainable skills, promote employment, and support enterprise growth within the specified timeframe of three months.
