Objectives

The primary objective of this tender is to appoint a competent and experienced service provider to conduct an external quality assessment of Bergrivier Municipality’s internal audit activities. The assessment aims to evaluate conformance with international standards, effectiveness, independence, and contribution to governance, risk management, and organizational improvement from the date of appointment until 30 June 2026.

Scope

The scope includes:

• Performing a comprehensive external quality assessment of the internal audit function.
• Reviewing conformance with the Global Internal Audit Standards.
• Assessing mandate, charter, methodologies, risk assessment, and audit plans.
• Evaluating compliance with applicable laws and regulations.
• Assessing performance criteria, competencies, and professional care.
• Reviewing organizational structure, independence, and integration into governance processes.
• Evaluating the contribution of internal audit to governance, risk management, and organizational objectives.
• Gathering stakeholder perceptions through interviews and surveys.
• Providing a detailed report on performance levels, compliance, and recommendations.

Technical Requirements

The technical requirements include:

• Independent assessment team with no conflicts of interest.
• Team members must have relevant qualifications, including Certified Internal Auditor (CIA) certification.
• Experience in conducting at least three external quality assessments.
• Completion of external quality assessment training recognized by The Institute of Internal Auditors.
• Provision of at least three contactable references for previous assessments.
• Preparation of a comprehensive, detailed report outlining findings, performance levels, and recommendations.
• Adherence to the Global Internal Audit Standards and best practices.

Skills Requirements

The successful service provider must demonstrate:

• Proven expertise in internal audit quality assessments and external evaluations.
• Strong understanding of international internal audit standards and governance frameworks.
• Ability to independently assess and report on internal audit functions without conflicts of interest.
• Experience in stakeholder engagement, including interviews and surveys with senior management and audit clients.
• Capability to produce clear, comprehensive reports with actionable recommendations.
• Qualified personnel, including at least one Certified Internal Auditor (CIA) and relevant industry experience.
